The primary purpose of this position is to serve as a Contracting Officer Representative (COR) and Lead Project Manager for C-130J Aircrew Training System (ATS) at Keesler AFB which involves design, installation, sustainment, and modification of integrated, state-of-the-art training infrastructures for the C-130J mission. Major duties

Ensures all aspects of contract Quality Assurance for assigned C-130J Aircrew Training Systems. Develops, administers, and maintains a comprehensive Quality Assurance Surveillance Plan (QASP) covering receipt, storage, preservation, handling, issuance, and configuration management of all materials for the maintenance and manufacturing, overhaul, or modification of complex products (simulation and training devices) ensuring the contractor meets contractual responsibilities for quality. Serves as the Keesler AFB Lead Project Manager for the C-130J ATS. Establishes, develops, and maintains effective working relationships with other Air Staff, MAJCOMS, foreign military aircrew, other Defense components, GSA, federal and civilian agencies, contractors and professional societies and organizations. Serves as a Subject Matter Expert (SME) on configuration management changes or modifications to the training devices. Final MAJCOM decision maker for all aspects of Government Property (GP) assigned to the ATS contractor at Keesler AFB. Minimizes the impact of simulator limitations on continuation training programs. Decides ATS usage, functionality, and scheduling. Alleviates problems caused by equipment downtime and changing MAJCOM training requirements. Serves as the C-130J ATS Functional Area Chief (FAC) for Information Security. Directs inspections and certifications from base agencies for handling, processing, and disseminating classified materials/information as it relates to aircrew training requirements. Serves as member/evaluator for pre award survey teams and acquisition/modification source selections relating to simulator complexes. Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts. Evaluates the contractor's written quality processes and procedures for adequacy. Directs additional quality processes to implement site unique requirements and identifies any required modification to the contractor's overall Quality Assurance program.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Miscellaneous Administration and Program Series, 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of commercial business practices and market conditions to evaluate offer acceptability, contractor responsibility, and/or contractor performance, and to determine acquisition strategy and sources. Knowledge of negotiation techniques and technical requirements sufficient to articulate complex and/or diversified work and services. Knowledge of contract administration sufficient to monitor a group of diverse contracts, understanding quality assurance, inspection, acceptance, and corrective action terms and conditions. Practical knowledge of Government Acquisition and life cycle management. Practical knowledge of aircrew training methods as they relate to the quality of training received in the Weapon System Trainer. Practical knowledge of computer systems used in image generation, multi-media processing, database generation, area networking, and real-time simulation. Knowledge of Safety, Information Security, and classified material regulations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Ability to learn directives governing Aircrew Training Systems (ATS) contracts and activities to analyze, plan, and manage ATS facilities.
  2. Ability to learn the qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency and productivity of an ATS, and using that to develop and implement a comprehensive Quality Assurance Surveillance Plan (QASP) that mirrors contract requirements and ensures a high probability of detecting non compliance. Integrate those techniques with other functional disciplines such as engineering, procurement, configuration management, training mission requirements, operations, logistics, and test and evaluations.
  3. Comprehensive knowledge of the Federal Acquisition Regulations (FAR) requirements and clauses on Government Property and material control processes such as identification, segregation, protection, replenishment, inventory records, accountability, and disposition, as well as knowledge of health, safety and environmental requirements as outlined in applicable safety standards, regulations, and/or technical orders.
  4. Thorough knowledge of the on-site training devices [1 Weapon System Trainers (WST), 1 Loadmaster Station Trainer (LS), and Computer Based Training (CBT) equipment], and how their performance impacts aircrew training. Knowledge of Government Acquisition and life cycle management of training devices, support equipment, spares, equipment configurations, operating characteristics, security and safety programs, maintenance, repair, and modification procedures, as well as the ability to provide advice and technical guidance to other organizations.
  5. Broad knowledge of the practices, policies, and procedures of functional and administrative activities such as contracting, supply, and technical activities with the skill in effecting appropriate interface/coordination of complex system plans and the safety aspects associated with these activities to maintain training effectiveness.
  6. Excellent skills and ability for performing oral and written communications including the ability to create reports using computer systems used in image generation, multi-media processing (such as the Microsoft Office Suite products), database generation, area networking, and real-time simulation.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
