To serve as a senior level air traffic control specialist, and technical 2152 Career Field Advisor for Department of the Air Force and the Air Force Personnel Center (AFPC), a Field Operating Agency (FOA), applying expertise in functional/technical air traffic control systems and air traffic control programs.
Major duties
Duty 1: Applies expert/extensive and technical knowledge of air traffic control systems to analyze, research, and develop communications procedures, and evaluate plans, goals, and objectives for long-range implementation of assigned AFPC programs. Applies expert and technical knowledge of Instrument Flight Rules (IFR) and Visual Flight Rules (VFR) work performed at Radar Approach Control System (RAPCONS) and Tower locations to include combined facilities. Duty 2: As technical 2152 Career Field Advisor documents GS-2152 traffic count, activity reports and SCPD/CPD planning and programming decisions in appropriate formats to meet AFPC and Air Force level requirements. Duty 3: Prepares and delivers oral presentations such as technical and strategic GS-2152 briefings, training sessions, consultations, and strategy sessions with Air Force, Sister Services, FAA, and International Civil Aviation Organization (ICAO) to secure cooperation, resolve controversial issues, and convey information relative to proposed changes in assigned program(s). Duty 4: Represents AFPC in working groups, steering groups, or other meetings, conferences, seminars, etc. May chair such groups or meetings when the meeting is in the incumbent's area of assignment. Hosts meetings with HAF and MAJCOM representatives to discuss/resolve 2152 classification concepts and/or other issues of common interest. Represents AFPC in meetings and conferences with delegates from Air Force, the sister services, FAA, and/or ICAO. Prepares, analyzes, and makes recommendations concerning program criteria, types of positions to be included, functional coverage within assigned occupational groups and exceptions or waivers to existing policiesand procedures.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems that equipped the applicant with the knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience includes comprehensive knowledge of International Civil Aviation Organization (ICAO), Federal Aviation Administration (FAA), and ATC aviation rules, regulations, equipment and operating procedures to analyze, develop, and evaluate plans, goals, and objectives for long-range implementation of assigned AFFSA and AFPC DP2ZS. Traffic count programs and specific IFR and VFR operations performed at RAPCON and Towers (ATARS), mastery of all aspects of airspace and air traffic control concepts, methodology, operations, functions and management as they apply to airspace management required in performing the technical and administrative duties of this position and knowledge of test and evaluation methodologies to develop and implement advanced or innovative modifications to standard accepted methods, necessitated by unique limitations and requirements of operational testing. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of FOA level plans and programs described in FAA, DoD, and Air Force publications for conducting major operations such as Agency consistency reviews, SCPD/CPD development, airspace matters, or similar technical air traffic control IFR/VFR operations.
- Knowledge of FOA program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various FAA, DoD, federal, and international entities involved in overall program planning and execution of military operations and evaluations concerning 2152 air traffic control.
- Knowledge of the application of air traffic control operations and training as it applies to assigned FAA, DoD and Air Force programs which include knowledge in RAPCON and Tower facilities.
- Skill in designing and conducting comprehensive studies; and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of air traffic control operations in a FOA, MAJCOM, and Unit level programs.
- Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
- Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.
- Ability to explain concepts involving sequence and separating, traffic count categories and complexity factors that are utilized and considered when performing classification reviews. This ability is needed to communicate/explain technical and strategic RAPCON and Tower type of work to HR personnel.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
