Major duties

The primary purpose of this position is: To serve as Knowledge Management Officer responsible for planning, directing, organizing, and exercising control over Knowledge Management (KM) processes and activities throughout 12th AF (AFSOUTH), providing technical guidance and advice to the command, directorates, subordinate units, and staff on strategic and operational level KM policies, governance, initiatives, and related matters to most effectively apply KM to achieve the strategic/operational mission. Duties: Serves as the Knowledge Management Officer (KMO) and advisor to command leadership. Responsible for establishing, developing, facilitating, implementing, and maintaining the command KM program policies, procedures, and governance using approved business practices and technologies. Represents the command leadership on all issues relating to KM with senior General officers/Flag Officers/ SES-level leadership in supported commands, services, and senior leaders of other federal, state, and local agencies with parallel interests in the mission of HQ 12 AF (AFSOUTH). Performs supervisory personnel management responsibilities for subordinate employees. Responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meet mission requirements.

Qualifications

Conditions of Employment: This position is designated as a Testing Designated Position (TOP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement, the incumbent is to refrain from the use of illegal drugs and if requested, submit to urinalysis testing. The appointee must sign a statement acknowledging the position occupied is a Testing Designated Position. This is a Key Position. The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of DoD and Joint Staff KM theories, concepts, processes, best practices, and use of foundational KM technologies such as Intel-Share, Teams, SharePoint, SharePoint-Hosted Apps, and Defense Communication Online to develop new concepts and methodologies; to promote effective decision-making within the Command, Component Commands, and Subordinate Command; to establish a deliberate approach to developing, capturing, and maintaining a shared understanding for decision support processes to incorporate change management into command KM activities; and to continuously improve the effectiveness and efficiency of information flow and management of knowledge. Expert knowledge of a wide range of qualitative and quantitative analytical and evaluative methods and techniques to assess knowledge needs, determine knowledge gaps and evaluate the effectiveness and efficiencies of KM and its impacts on the command. Comprehensive knowledge of administrative laws, policies, regulations, and precedents applicable to DOD and Joint Staff Knowledge Management programs and projects sufficient to implement, execute, evaluate HQ 12 AF (AFSOUTH) and USSOUTHCOM goals and objectives. Comprehensive knowledge and understanding of current knowledge and information management trends, standards, approaches, and tools to ensure the command and its internal and external customers maintain adaptability to emerging technology solutions that enable a KM empowered enterprise. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of KM concepts, principles, and best practices involved in the development of organizational programs and processes, information technology, and the ability to apply a variety of qualitative and quantitative methods and techniques for the assessment, validation, and improvement of command mission effectiveness.
  • Thorough knowledge and skill in applying analytical and evaluative methodologies and techniques in order to assess command knowledge management requirements that support accomplishing command strategic goals and objectives.
  • Skill and ability to establish goals and assess progress towards their achievement; develop concrete action plans to solve problems; adjust work objectives to meet changing programs, and negotiate effectively with management to implement recommendations.
  • Ability to communicate effectively, both orally and in writing, using various communication media to communicate KM, Innovation Cultivation, Information Technology (IT) and collaborative lesson learned concepts, processes, and procedures to establish, implement, and maintain proactive KM.
  • Ability to recognize and analyze complex issues associated with a command or organizational policy development, conduct research, summarize results, and make appropriate recommendations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
