FINANCIAL SPECIALIST

The primary purpose of this position is: serve as a financial specialist, performing financial management functions involving the formulation, justification, and/or execution of budget analysis and cost analysis, in support of weapon systems/subsystem programs; establish financial management policy and implement programming, budgeting, cost estimating, contract cost performance analysis.
Major duties
Provides financial management and advisory oversight of expenditures to ensure propriety and compliance with financial, fiscal and auditing directives specific to the life cycle management of major weapon system(s)/ subsystem(s) programs, encompassing both unclassified programs as well as advanced programs. Formulates, establishes, and implements financial management policies, instructions, and procedures on all matters relating to programming, budgeting, funding, forecasting, and status of funds for both unclassified programs as well as advanced programs. Responsible for all aspects of the formulation, development, and execution of budgets, financial plans, and multi-year programs required to properly fund and meet program resource requirements across both unclassified programs as well as advanced programs. Represents the organization at all levels within the government and at contractor/industry sites in support of both unclassified programs as well as advanced programs. Performs a variety of additional financial and administrative duties supporting both unclassified programs as well as advanced programs.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions GS-07 SPECIALIZED EXPERIENCE: Applicant have one year of specialized experience equivalent to at least the GS-05 level, or equivalent, in federal service or other pay systems which include knowledge of the principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments, in addition to the knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives OR EDUCATION: Applicant must have successfully completed 1 full year of graduate level education or superior academic achievement, in a related field. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of your college transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. GS-09 SPECIALIZED EXPERIENCE: Applicant have one year of specialized experience equivalent to at least the GS-07 level, or equivalent, in federal service or other pay systems which include knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives; skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments; ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing. OR EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate leading to such a degree or LL.B or J.D., in a related field. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-11 SPECIALIZED EXPERIENCE: Applicant have one year of specialized experience equivalent to at least the GS-09 level, or equivalent, in federal service or other pay systems which includes comprehensive knowledge of budget information systems technology and automated data processing concepts and applications to maintain or manipulate budget computer applications and systems to meet needs of end-users, perform quality check of budget systems and resolve or report problems/technical difficulties, and recommend process improvements, modifications and upgrades that will optimize system utilization, and knowledge of financial management systems technology and automated data processing concepts and applications to maintain or manipulate financial management computer applications and systems, perform quality check of financial management systems and make recommendations on process improvements that will optimize system utilization. OR EDUCATION: Applicant must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree or LL.M., in a related field. GS-12 SPECIALIZED EXPERIENCE: Applicant have one year of specialized experience equivalent to at least the GS-11 level, or equivalent, in federal service or other pay systems which includes detailed and in-depth knowledge of the DoD Planning, Programming, and Budget System and the USAF Weapons Systems Acquisition Management Process; budgeting policies, regulations, procedures, and administrative and financial management systems; general understanding of accounting, contracting, and business processes; and a basic knowledge of information technology. Analyzes financial activities and develops and charts functional logic for new and revised automated financial management systems and effectively presents financial management needs to program managers, engineers, information technology specialists etc. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to analysis of financial data.
- Knowledge of DoD acquisition requirements, development, and approval processes.
- Knowledge of the requirements, techniques, procedures, and practices of generally accepted accounting principles and standards.
- Skill in formulating, justifying, and/or analyzing financial requirements of the assigned program.
- Ability to communicate, plan, organize work, and meet deadlines.
- Ability to gather, assemble, and analyze data using financial systems to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
