Supervisory Contract Coordinator
This position is in the Support Services Branch, Business Operations Support Division, Servicing and Asset Management Office (SAMO), Business Center- Operations Office, Rural Development (RD), United States Department of Agriculture (USDA). The incumbent supervises the Support Services Branch and reports directly to the Director, Business Operations Support Division. This vacancy announcement is open to current Rural Development Employees only.
Major duties
- Prepares complex action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with organization goals, schedules, and policies.
- Identifies barriers to accomplishment of EEO goals and objectives and takes and/or recommends action(s) to eliminate such barriers.
- Conducts in-depth analyses of project data and requirements to identify problem areas, assess impact, and formulate solutions; prepares policy statements, and other written guidelines and recommendations relating to the project.
- Plans, coordinates, and establishes operating methods and procedures for accomplishment of project mission; as needed, directs the development and accomplishment of employee training relating to the project.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For GS-14 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-13; or its non-Federal equivalent that demonstrates: Experience managing program budgets and activities related to procurement and fulfillment of contracts; planning and oversight of multiple, multi-year contracts; maintaining funds status to prevent over-obligation on contracts and orders; reviewing procurement documents for accuracy, adequacy and completeness; providing technical advice and guidance to management; interpreting laws, policies, regulations and processes affecting contracting and procurement. There is no substitution of education for experience at the GS-14 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
