Loan Servicing Officer
This position will be located in either St. Louis, MO or Kansas, City, MO. The incumbent provides business operations support by analyzing performance indicators and trends, developing budget forecasts, improving workforce utilization, reducing costs, and coordinating nationwide system enhancements that strengthen customer access strategies and loan origination, servicing, and processing capabilities.
Major duties
- Leads process improvement initiatives based on indicator data and trend analysis.
- Develops budget forecasts for the Business Operations Support Division by projecting production volumes and identifying resource requirements, including overtime and additional staffing needs.
- Identifies cost-reduction opportunities and enhancements to improve workforce utilization.
- Collaborates with Rural Development officials nationwide to develop and prioritize system enhancements for loan origination and servicing systems.
- Supports the delivery of customer access strategies and improvements to the Division’s processing capabilities.
- Performs the full range of supervisory/managerial functions including advising on all human resource matters.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, and specialized experience as defined below. Time in Grade GS-15: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level (GS-14) in the normal line of progression for the position being filled. GS-15: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-14), or it's non-federal equivalent. Specialized experience is defined as: providing leadership over a division or branch area; resolving high-level mortgage loan issues received from legislators and national offices; maintaining customer advocacy and engagement for internal and external groups; providing effective customer service over various program branches; performing the full range of supervisory duties over a multiple-graded staff; developing and implementing operating plans to reduce waste, fraud, and abuse, that improve processing capabilities; utilizing mortgage loan experience and oral presentation skills to explain programs to senior executives, political leadership, colleagues, and subordinates; writing and editing position papers, regulations, policies, and technical assistance directives. There is no substitution of education for experience at the GS-15 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Qualifications are based upon meeting specialized experience only. Education cannot be used to qualify for this position.
