BUDGET ANALYST
This position is located within Rural Development Finance Office. The incumbent develops sound and persuasive justifications for agency initiatives and baseline programs when formulating the (RD) budget; performs funds control activities across multiple appropriations and programs; interprets fiscal statutes and appropriations language; designs and improves execution processes and internal controls; and provides high-impact analysis and recommendations to senior leadership.
Major duties
- Interpret appropriations acts, committee reports, rescissions, and reprogramming thresholds; advise leadership on legal constraints and flexibilities.
- Conducts detailed analyses of grant and loan expenditures, identifies variances, and proposes corrective actions to maintain fiscal integrity.
- Develops, coordinates, and monitors budget execution plans, ensuring compliance with federal regulations and agency objectives.
- Develops executive-level reports, scorecards, dashboards and model scenarios to inform resource tradeoffs and risk mitigation.
- Prepares comprehensive budget formulation documents, analyzing program requirements, historical data, and projected needs to recommend funding allocations.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. For the GS-12 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Comprehensive experience in managing and executing funds across multiple appropriations and programs; interpreting appropriations acts, OMG apportionments, and fiscal statutes to ensure legal compliance and effective funds control; preparing, coordinating, and allotting funds based on appropriations and OMB approved apportionments. There is no substitution of education for experience at the GS-12 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience.
