Professional Environment The Agence de services et de paiement (ASP) is an administrative public establishment under the dual supervision of the ministries in charge of Agriculture and Employment. As the leading European paying body for agricultural aid under the Common Agricultural Policy, ASP possesses recognized expertise in administrative engineering, processing, control, payment, and assistance to users of numerous public aid schemes. The DSDA ensures the project management of the "Isis-telepac" information system for managing CAP direct payments (integrated management and control system – SIGC). You will join the "nouvel ISIS" program management, which is responsible for driving the roadmap for the operational redesign, in view of cost, deadline, and quality commitments, with production planned for 2028. The geomatics core and the aid associated with agricultural surfaces must be redesigned, but the other components of the SIGC must be migrated and adapted to the new technical and functional architecture.
Objectives Within the DSDA, you will report to the "nouvel ISIS" program director and will contribute to the functional and technical scoping actions for the redesign of the SIGC, the mobilized system for electronic declaration, processing, control, and payment of CAP direct aid. You will join a team of 4 project managers.
Main Objectives
- Ensure the management of the migration of existing SIGC components into the new SIGC
- Assist the program director in the various construction phases to fully integrate this component migration
- Actively participate in the global organization of SIGC data management between the two IS
Missions Organize the migration of the ISIS/telepac IS components Participate heavily in defining the migration steps between the current and future SIGC
Identify the technical-functional components of this transition and define their migration process, including data
Schedule the migration of these components within the context of the new SIGC construction, following the roadmap milestones
Prepare the transition for users Identify the impact of the migration on the global management of SIGC data before and after (over several campaigns) and for users
Write documentation for users
Prepare and lead training sessions
Management in agile/product mode/V-cycle As needed, lead mixed product teams by involving users
Manage subcontractors
Plan and report on project progress within the various governance bodies
Participation in program governance Lead the committee structure of the project(s) in charge
Participate in program steering bodies (with the ministry in charge of Agriculture and the Direction Interministérielle du Numérique)
Relational Scope You will be required to work with a plurality of actors: project management, business services, and the DSDA operations department via internal product teams;
the various subcontractors of the DSDA;
SIGC users: ASP regional directorates, departmental directorates of territories and the sea, IGN, and service organizations;
the services of the ministry in charge of agriculture and the European Commission.
