Senior Tendering & Proposal Engineer – Civil / Infrastructure

AFCO Gulf Industrial Services is looking for a Senior Tendering & Proposal Engineer to take full ownership of tender opportunities from RFQ receipt through final negotiation and award. The candidate will be responsible for reviewing RFQs, BOQs, drawings, specifications and contract requirements, identifying scope gaps and tender risks, preparing technical clarifications, coordinating site visits, and establishing the complete tender strategy. The role requires direct coordination with Estimation, Procurement, suppliers and subcontractors to develop accurate cost build-ups, resource requirements, productivity assumptions, equipment requirements and commercial pricing. The candidate will prepare and coordinate complete Technical and Commercial Proposals, ensure compliance with client requirements, submit tenders within deadlines, and represent AFCO Gulf during technical clarifications, commercial discussions and negotiation meetings. Most importantly, the successful candidate will remain the owner of each opportunity after submission, actively following up with the client, responding to clarifications and revisions, supporting negotiations and progressing the opportunity until LOA, PO, Contract Award or formal closure. The position is based in Jubail, Saudi Arabia.

• Bachelor’s Degree in Civil Engineering.
• 8–12 years of contractor-side experience in Tendering, Proposals, Estimation or Pre-Contracts.
• Strong experience in Civil, Infrastructure, Earthworks, Roads, Utilities, Industrial Civil or Pipeline Civil Works.
• Proven ability to manage tenders from RFQ receipt through submission, clarification, negotiation and award.
• Strong understanding of BOQ, drawings, specifications, quantity take-off and scope analysis.
• Hands-on experience in bottom-up / resource-based cost estimation.
• Ability to evaluate manpower, equipment, material, subcontractor and productivity requirements.
• Experience preparing Technical and Commercial Proposals.
• Experience dealing directly with clients during tender clarification and negotiation stages.
• Strong coordination skills with Procurement, suppliers, subcontractors and technical teams.
• Advanced Microsoft Excel skills.
• Experience with SAP Ariba or similar client tender portals is an advantage.
• GCC contracting experience preferred; Saudi Arabia experience is a strong advantage.
• Arabic speaker with professional English communication skills.
• Oil & Gas, Saudi Aramco or cross-country pipeline experience is a strong advantage.
