Technical Specialist (Architecture & Civil)
Act as AST's subject matter expert for Architecture and Civil disciplines on the Jurong Expansion Project. Represent the Owner's interests in design, construction, commissioning, and operational readiness, ensuring facilities are delivered safely, efficiently, and in line with business, regulatory, and operational requirements.
Key Responsibilities
Technical Leadership & Design Management
- Serve as the technical authority for Architecture and Civil disciplines throughout the project lifecycle
- Define, maintain, and validate Owner's Project Requirements (OPR), design criteria, and discipline standards
- Review and approve design deliverables, technical submissions, Requests for Information (RFIs), and design change proposals
- Assess technical, operational, cost, schedule, and maintainability impacts of proposed solutions and provide recommendations
- Establish requirements for site planning, building layouts, structural design, floor loading, vibration control, utilities corridors, and cleanroom support infrastructure
- Participate in Design for Safety (DfS), constructability, risk, and value engineering reviews
- Ensure designs support operational, maintenance, and future expansion requirements
Stakeholder & Project Management
- Act as the primary technical interface with Engineering, Procurement and Construction (EPC) contractors, consultants, and vendors
- Collaborate with internal stakeholders including Production, Process Engineering, Facilities, and Environment, Health and Safety (EHS) teams
- Resolve technical issues, manage discipline interfaces, and support timely project decisions
- Prepare technical recommendations and decision papers for management where required
- Drive alignment between design, construction, commissioning, and operational objectives
Regulatory & Compliance
- Support submissions and approvals with relevant authorities, including BCA / SCDF / URA / JTC / LTA
- Ensure compliance with applicable regulations, building codes, and CORENET X submission requirements
- Support environmental, safety, and statutory compliance throughout project execution.
Requirements
Education & Experience
- Degree in Architecture, Civil Engineering, Structural Engineering, or a related discipline
- Minimum 10 years of experience in industrial, semiconductor, pharmaceutical, biomedical, data centre, or other high-tech facility projects
- Proven experience in design review, project execution, construction support, and commissioning activities
- Professional Architect or Professional Engineer registration is an advantage
Technical Competencies
- Strong knowledge of architecture, civil, and structural systems for industrial facilities
- Experience in site planning, structural design, foundations, floor loading, vibration control, and building infrastructure
- Familiarity with Singapore building regulations, authority approval processes, and statutory requirements
- Experience with Engineering, Procurement and Construction (EPC) project delivery, design management, and change management
- Working knowledge of Building Information Modelling (BIM) tools such as Revit and Navisworks is advantageous
