The Supervisory Program Manager position is in the Administrative Office of the U.S. Courts (AO), Office of the Deputy Director, Office of AO Human Resources (AOHR). The AOHR is responsible for providing human resources services to the AO management and staff; and developing and administering the AO's human resources management and pay system consistent with the Administrative Office Personnel Act of 1990 and other federal statutes.

Major duties

The Administrative Office of the U.S. Courts (AO), Office of AO Human Resources, is seeking an experienced and highly organized Supervisory Program Manager to join its team in the People, Culture, and Court Engagement (PCCE). This position reports to the Attorney Advisor & Access Program Manager. The PCCE programs group includes several key initiatives: the Director's Leadership Program, the Court AO Exchange Program, the Administrative Office of the United States Courts (AO) Select Orientation Program, the Model Intern Program, and the Judiciary Mentorship Program. In the future, it will also encompass AO Training programs. The ideal candidate must have supervisory experience and possess strong written and verbal communication skills to present coherent and persuasive ideas to senior-level executives and other key decision makers. The ideal candidate must be team-oriented and have experience managing programs focused on one or more of the following: customer engagement, recruitment pipeline development, and employee engagement, development, and retention. The duties of this position include, but are not limited to: Supervising the daily operations of assigned staff, ensuring compliance with agency policies, and mentoring direct reports to foster a supportive environment that encourages professional growth, collaboration, and a shared commitment to organizational success. Overseeing the strategic allocation of work assignments among direct reports, ensuring equitable distribution, efficiency, and fostering a robust cross-training and succession planning framework. Administering assigning programs and project within PCCE. Developing relationships with internal AO and judiciary staff and offices regarding key program and project matters. Serving as a Contracting Officer Representative on contracts supporting assigned programs and projects. Serving as a subject matter expert and principal advisor to the Office of AO Human Resources (AOHR) and PCCE management on all assigned programs, projects, and initiatives. Interacting with customers, program participants, staff, and management at all levels to prevent or resolve program challenges. Managing program budgets, program evaluations, reporting requirements, and various other operational functions. Participating in internal and external meetings, conferences, engagements, and program recruitment events. Drafting, coordinating, developing communications and responding to all aspects of PCCE program matters, including information requests, reports, audit responses, program evaluations, and internal reviews. Overseeing the coordination of the PCCE internal program budget, including finance, cost savings, analysis, travel, and procurement matters. Translating PCCE management's guidance on resource management, program requirements, and cost reviews; and resolving associated issues and keeping stakeholders informed. Developing and facilitating training related to PCCE programs for AO and judiciary audiences. Advising PCCE management and collaborating with staff on long-range planning and other program-related planning initiatives. Developing strategies and action plans for prospective changes and requirements to meet both current and forecasted program needs. Conducing qualitative and quantitative analyses of program data as part of an annual program review cycle.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below: Experience working as a program or project manager and implementing projects. Coordinating internal budget functions, finance management, cost savings analysis, travel arrangements, procurement, and other operational programs. Experience writing and communicating program objectives, processes, and outcomes. Highly Desired: Experience managing programs focused on customer engagement, recruitment pipeline development, employee engagement, development, and retention. 3+ years of supervisory experience. Applicants with the following certifications are highly desirable: Lean Six Sigma Green Belt or higher. Project Management Program Management
