Regional HIV Health Program Director

Universidad del Valle de Guatemala, through its Centro de Estudios en Salud (CES), seeks to incorporate a Program Director / Principal Investigator (PD/PI) to lead strategically, technically, scientifically, and programmatically its Regional HIV Program and associated technical assistance agreements. This position will have the opportunity to direct a high-impact regional portfolio, articulating multidisciplinary technical teams, health authorities, funders, and strategic partners to strengthen the HIV response, drive the sustainability of interventions, and promote evidence-based decision-making. The selected person will be responsible for: Defining and conducting the strategic, technical, and scientific direction of the Regional HIV Program, ensuring the fulfillment of objectives, results, milestones, and commitments to funders. Leading and developing multidisciplinary and multicultural technical teams at the regional and country levels, promoting a culture of results, collaboration, and accountability. Supervising the integral performance of the Program through the analysis of indicators, programmatic evidence, risks, and results, promoting timely corrective actions. Technically representing the Program before funders, Ministries of Health, health authorities, implementing partners, and other strategic counterparts. Articulating technical priorities with operational and financial management, ensuring coherence between scope, work plans, goals, staff structure, schedules, and budget. Promoting capacity building, sustainability, institutionalization, and country ownership of interventions. Leading the technical development of proposals, continuation requests, and new funding opportunities, coordinating response teams and ensuring coherence between the technical approach, results, work plan, implementation structure, personnel, and budgetary assumptions. Strengthening mechanisms for learning, mentoring, succession, and knowledge transfer between regional and national teams.
Academic Background Master's degree or relevant postgraduate specialty in health sciences, public health, epidemiology, medicine, infectology, or another directly related discipline. Doctorate, advanced clinical specialty, or other relevant higher education. Experience 10 years or more of progressive experience in public health or related areas. Substantial and demonstrable experience in HIV programs, including experience in care and treatment and a comprehensive understanding of the continuum of prevention, diagnosis, linkage, treatment, retention, and viral suppression. Demonstrable experience leading complex programs and multidisciplinary technical teams, with direct responsibility for results. Experience working with governments, health authorities, or public institutions and technically representing programs before high-level counterparts. Technical Skills Advanced professional English, spoken and written, with the ability to conduct meetings, negotiations, and presentations, as well as write and review technical documents. Substantial knowledge of the HIV continuum and the programmatic response. Ability to interpret evidence, indicators, and programmatic data and use them for decision-making and performance management. Ability to integrate technical, operational, financial, personnel, and compliance considerations into decision-making. Competencies Leadership and development of high-performance teams. Experience in health systems strengthening, sustainability, transition, and country ownership. Practical knowledge of cooperation agreements, grants, and other donor funding mechanisms. Experience in developing proposals, work plans, implementation structures, staffing, and budgetary assumptions. Relevant scientific or technical track record, including applied research, publications, or technical products.
Working hours: from 08:00 to 17:00, with availability to attend to Program requirements and proposal processes when necessary. Workplace: availability to work in person at the Campus Central of the Universidad del Valle de Guatemala, located in zona 15 of Guatemala City. Travel availability: approximately 25% of the time at a regional and international level, including visits to countries and meetings with counterparts, according to the needs of the Program.
