Deputy Secretary General for Innovation at the Ministry of Social Affairs
Job duties: The State Chancellor's Competence Center for Top Managers is announcing a public competition for the position of Deputy Secretary General for Innovation at the Ministry of Social Affairs. The Deputy Secretary General for Innovation shapes the vision for the area of responsibility and creates a unified understanding of e-service development within the field of governance. They lead the development of e-services across sectors and the entire field of governance, develop strategic directions, and organize their implementation. They also coordinate cooperation with TEHIK and represent the ministry in communication with Estonian and international institutions, organizations, and professional associations. The Deputy Secretary General's task is to create interoperable social and health sector e-services by 2031, including: • leading innovation and digital development in the social and health sectors, including the systematic implementation of artificial intelligence; • accelerating the adoption of new solutions by strengthening cooperation between science, entrepreneurship, and the public sector, and bringing international experience to Estonia; • leading investments related to innovation and the digital state, and organizing external funding for the ministry's field of governance; • leading the implementation of health data and the European Health Data Space (EHDS) and representing Estonia in international cooperation on topics of health data, digital development, artificial intelligence, technology, and innovation.

Other requirements: Requirements for the candidate:
- a master's degree or equivalent level of education; • at least 5 years of experience in managing an organization or structural unit; • English language proficiency at least at C1 level; • competencies according to the competence model for top managers in the public service (see https://tippjuhid.riigikantselei.ee/kompetentsimudel). Preferred is a candidate who has: • good knowledge of the functioning of the Estonian social and healthcare system; • work experience in the field of innovation, digital, or services; • previous experience in managing large strategic projects or processes; • very good cooperation and negotiation skills, including the ability to bring different parties together, and the ability to clearly present and defend one's positions. We expect the candidate to have a security clearance or be ready to apply for one.
