Harbormaster in the Lübeck Port Authority area
We are looking for a
Harbormaster (EG10 TVöD)
for our Lübeck Port Authority area at the earliest possible date.
The LPA, with approx. 100 employees, is responsible for the strategic development of the Port of Lübeck, the construction and operation of the infrastructure in the public port, and the port railway. Furthermore, it maintains the waters of the Hansestadt Lübeck.
The municipal port authority of the Hansestadt Lübeck is the regulatory, traffic, supervisory, and hazard prevention authority responsible for the Lübeck ports and is thus responsible for the safety, ease, and environmental compatibility of ship traffic in the port facilities.

The area of responsibility includes
- Performing the tasks of the port authority in the public port area as well as in private port facilities of the Hansestadt Lübeck
- Duty at the ship reporting office as well as participation in on-call services outside of office hours, on public holidays and weekends, operational regulation and monitoring of traffic, receipt / examination of ship notifications
- Issuing port and regulatory authority permits and orders
- Nautical-technical examination and allocation of berths
- General port supervision and implementation of safety-technical inspections on land and on board ships
- Monitoring of dangerous goods notifications and processing of dangerous goods matters
- Accompanying construction projects in the public port area
- Regulation and monitoring of port usage
- Participation in authority meetings and regulatory meetings with port operators
- Participation in the preparation of templates, reports, statements, and statutes
Requirements are
- Possession of a nautical certificate of competency as Captain / Nautical Officer without restriction according to STCW II / 2 according to § 29 Para. 1 No. 3 of the Ordinance on the Competence of Seafarers in Maritime Shipping (See-BV), alternatively a degree conducive to the tasks
- Preferably professional experience as a Captain or Nautical Officer on board a ship, alternatively relevant shore-based professional experience at shipping companies in connection with the operation / deployment of ships, ideally combined with relevant professional experience in a public law port authority
- Knowledge of shipping law (Sea / Inland) and state port law and dangerous goods law
- Good knowledge of IT (Word, Excel, Outlook)
- Good verbal and written expression
- Business fluent English skills in speaking and writing
- Driving license class B and willingness to use a private vehicle for official trips
- Ideally experience in a similar field of activity

The average regular weekly working time is 39 hours; the tasks are evaluated according to pay group EG10 TVöD. You can find the corresponding pay table in our FAQs.
Part-time working models may be possible by arrangement.
