Analyst (Strategic Development Department of SibSUT)
Responsibilities:
- Support for the University Development Program: monitoring the fulfillment of milestones and indicators by structural units; preparing analytical notes and reports for management on the dynamics of changes in the university's key performance indicators.
- Development of regulatory documentation: preparing drafts of orders, instructions, and local normative acts regulating strategic development processes and the internal education quality assessment system.
- Grant support and project activities: participation in writing and formatting grant applications (gathering justifications, calculating economic efficiency, creating schedules), supporting projects at all stages — from application submission to the defense of interim and final reports before Customers/Funds.
- Analysis of unit performance: collecting and processing data on the effectiveness of institutes, departments, and laboratories; data visualization (dashboards) for management, identifying growth points and risks.
- Organizational support for strategic events: preparation and conduct of strategic sessions, Academic Council meetings on development issues, and meetings involving partners; maintaining minutes and monitoring the execution of assignments.
- Communication with external stakeholders: conducting negotiations and business correspondence with executive authorities, industrial partners, and scientific organizations within the framework of implementing development roadmaps.
- Collection and systematization of data for forming reports for the Ministry of Digital Development of Russia and the Ministry of Science and Higher Education of Russia, preparation of statistical and analytical data within the framework of the state assignment and efficiency monitoring.

Requirements
higher education (economics, technical, or management). Possession of an academic degree/title is preferred; work experience in strategic planning, project management, or analytical activities in scientific and educational institutions for 2+ years. Experience in developing local normative acts and participating in the preparation of grant applications is mandatory; systems thinking, analytical mindset, independence, responsibility, diligence, ability to work in multitasking mode with large datasets, communication skills, and business correspondence skills; English language at the level of reading professional literature and conducting correspondence; confident command of the office suite — advanced level: pivot tables, functions, presentation development skills. Knowledge of specialized statistical data processing systems or project management systems is preferred. knowledge of the regulatory and legal framework governing the activities of educational institutions of the Russian Federation; understanding the principles of university efficiency monitoring (accreditation indicators, Ministry of Science and Higher Education monitoring); preference given to applicants with experience in preparing applications for the Russian Science Foundation (RSF), RFBR, and other grant-making organizations.
