Professional Environment The Agence de services et de paiement (ASP) is an administrative public establishment under the dual supervision of the ministries in charge of Agriculture and Employment. As the leading European paying body for agricultural aid under the Common Agricultural Policy, ASP possesses recognized expertise in administrative engineering, processing, control, payment, and assistance to users of numerous public aid schemes. You will join the Agricultural Data Lake Program Directorate, whose teams are located in Montreuil

Objectives The programming of European Funds 2028-2034 establishes an integrated approach grouping all European funds within a National-Regional Partnership Plan (PPNR), in order to simplify their management. This reform is accompanied by an evolution of the information systems necessary for exchanges with the European Commission. The SGAE intends to entrust ASP with the role of technical operator for the future national coordination information system (IS), structured around a payment declaration management system and a decision-support system for monitoring operations.

Under the authority of the Program Director, you will be responsible for the production of an Information System dedicated to the aggregation and enhancement of data for the monitoring and evaluation of the PPNR. This application will be developed starting from 2027, with its production launch scheduled for Q2 2028, within the Data Lake (Big data platform).

Missions Roadmap Management Ensure project monitoring by participating in functional and operational technical committees, project committees, and steering committees

Secure the development of new applications around PPNR data collection (CAP and non-CAP), in response to business needs (requirement expression, specifications, management of IT developments by the MOE and the testing phase)

Build and adapt the workload plan for internal ASP teams and service providers

Testing and Production Ensure the consistency and completeness of the work to be carried out within the deadlines set according to the commitments made between ASP and SGAE

Facilitate co-construction workshops

Coordinate all studies and choices of application and technical architectures for the development of the PPNR IS roadmap

Organize the testing strategy and the conduct of tests

Contribute to the change management led by SGAE

Define the scope, anticipate, and evaluate the workloads of internal/external teams

Supervise production monitoring & assistance / support for the deployed IS

Relational Scope Internally: Direction des Soutiens Directs Agricoles (DSDA), Direction du Développement Rural et de la Pêche (DDRP), Mission de coordination des organismes payeurs des fonds agricoles (MCFA), Direction Numérique et des Systèmes d’information (DNSI) Externally: Secrétariat général des affaires européennes (SGAE), Ministère de l’agriculture et de la souveraineté alimentaire, Regional Councils, French paying bodies, Auditors (French and European), the MOE in charge of the development and operation of the PPNR IS

Knowledge Experience in digital product management or IS project management with a strong data dimension

Knowledge of technologies regarding BI, Data Lake, and 'private cloud' hosting

Knowledge of IT systems urbanization

Knowledge of the organization of ASP, European Funds, and the CAP would be a plus

Statistical and IT techniques and methods for data collection and processing (Microstrategy)
