Construction Management Specialist
About the Position: Serves as the leader of the administrative office functioning as the Business Manager for the Reserve Branch Office.
Major duties
- Analyze function, procedures, practices and resources, and synthesize information into recommendations to achieve efficiency, continuity and economy of operations.
- Advise on necessary changes to procedures, internal instructions and/or requirements in order to comply with the new guidance.
- Oversee the formulation and submission of the operating budget and annual construction placement projections for the Resident/Area office.
- Direct or coordinate budget preparation, funds allocation and accountability, forecasts, cost estimates and reporting, financial management and analysis.
- Identify any obvious deficiencies or desirable improvements for information and use of the contractor.
- Research problems brought to the attention of the Area/Resident Engineer, and draft responses and/or coordinate reviews by office staff.
- Issue requests for proposals to contractors for additions, deletions, modifications and/or other contract changes to the construction contracts.
- Examine contract plans, specifications, correspondence, and other pertinent data related to the construction change to ascertain the extent and scope of the work involved.

Specialized Experience: One year of specialized experience which includes performing office engineering and business management duties which support construction management operations; Overseeing the execution of approved resident office budgeting, monitoring accounting data of expenditures; directing budget preparation, fund allocation and cost estimates. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in business administration, management, or other fields related to the position to be filled. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
