Job Description

We are seeking an experienced Contract Manager to manage and administer construction contracts for a major hospital development project in Singapore. The successful candidate will be responsible for contract administration, commercial management, claims and variation management, subcontract administration and coordination with the project team, consultants, clients and subcontractors to protect the company's contractual and commercial interests.

Key Responsibilities

  • Manage the administration and commercial aspects of main and subcontract agreements throughout the project lifecycle.
  • Review and interpret contract conditions, specifications, drawings, bills of quantities and other contractual documents.
  • Monitor contractual obligations, deliverables, notices, timelines and key contractual milestones.
  • Manage variations, claims, extension of time (EOT) submissions and other contractual matters.
  • Prepare, review and evaluate contractual correspondence, notices, claims and supporting documentation.
  • Assess and negotiate subcontractor claims, variations, payment applications and contractual issues.
  • Monitor project costs, commitments, variations and potential commercial exposures in coordination with the commercial/project team.
  • Liaise with the client, consultants, quantity surveyors, subcontractors and suppliers on contractual and commercial matters.
  • Identify contractual risks and advise the Project Director and senior management on potential impacts and mitigation measures.
  • Ensure timely submission of contractual notices and maintain proper records of all contractual communications.
  • Assist in the preparation and evaluation of tenders, subcontract packages and procurement documentation.
  • Review subcontract terms and ensure alignment with the main contract requirements.
  • Monitor subcontractor performance and compliance with contractual obligations.
  • Support the preparation of final accounts, settlement of claims and project close-out.
  • Maintain an organized contract administration system, including records of variations, claims, notices, correspondence and agreements.
  • Work closely with planning and project teams on delay analysis, EOT claims and programme-related contractual matters.
  • Coordinate with legal advisers where required on contractual disputes and contentious matters.
  • Provide contractual guidance to project management and site teams.
  • Perform other contract and commercial management duties assigned by the Project Director.

Requirements

  • Degree in Quantity Surveying, Construction Management, Civil Engineering, Contract Management or a related discipline.
  • Minimum 7 years of relevant experience in construction contract administration and commercial management.
  • Prior experience in hospital or healthcare projects is preferred.
  • Strong knowledge of construction contracts, subcontract administration, variations, claims and EOT matters.
  • Experience with major building or large-scale construction projects.
  • Good understanding of contract conditions, specifications, drawings, BOQ and construction documentation.
  • Experience in managing and negotiating subcontractor claims, variations and payment matters.
  • Knowledge of Singapore construction practices and relevant contractual requirements.
  • Familiarity with standard forms of construction contracts such as SIA, REDAS, PSSCOC or FIDIC will be an advantage.
  • Experience in delay analysis, programme-related claims and EOT assessment will be an advantage.
  • Strong commercial awareness, analytical and negotiation skills.
  • Excellent written and verbal communication skills.
  • Proficient in Microsoft Office, particularly Excel and Word.
  • Able to work independently and effectively with project, commercial, planning and technical teams.
