Oldham Council is seeking an exceptional Programme Manager to help lead the implementation of their Families First Partnership Programme. This is a unique opportunity to shape the future of services that support children, young people and families across Oldham.
Working closely with the Programme Director and a wide range of partners including Health, Police, Education and the voluntary sector, you will play a pivotal role in designing and delivering transformational change. Together, you'll create an integrated system that improves outcomes for children and protects them from harm both inside and outside the home.
About the Role
As Families First Programme Manager, you will lead key workstreams focused on workforce development, culture change, policies and procedures, stakeholder engagement and partnership working. You will ensure robust programme governance, effective risk management and successful delivery of national reform requirements.
Key responsibilities include:
- Leading complex transformation projects from design through to implementation.
- Developing business cases, project plans and engagement strategies that drive meaningful change.
- Working with partners, practitioners, children and families to co-design new ways of working.
- Establishing effective governance frameworks and programme controls.
- Managing programme risks, dependencies and reporting.
- Supporting budget planning, monitoring and financial oversight.
- Building strong relationships and influencing senior stakeholders across the partnership landscape.
- Ensuring the programme delivers measurable improvements for children and families.
About You
We're looking for a skilled programme or transformation professional with the ability to lead large-scale change in complex environments. You will bring:
- Experience delivering complex organisational development or transformation programmes.
- A track record of developing compelling business cases and successfully implementing change.
- Strong stakeholder engagement and influencing skills.
- Excellent analytical and problem-solving capability, with the confidence to make evidence-based recommendations.
- An understanding of children's services, public sector transformation or related policy-led change programmes.
