IT Program Manager, GS-2210-14 MP
As an IT Program Manager at NSF, incumbents will provide leadership and oversight for a suite of operationally focused IT programs and services. Providing technical and/or operational expertise, advice, guidance, and recommendations regarding technical IT systems, functions, and processes in their program areas, ensuring compliance with Federal government and NSF policies and standards. Major duties
This Job Opportunity Announcement (JOA) will be used to fill multiple IT Program Manager positions across the Office of the Chief Information Officer at the U.S. National Science Foundation (NSF) in the following disciplines: IT Development and Analysis, IT Strategy and Planning, and IT Operations and Security. Positions filled during use of this JOA may include positions that are designated supervisory duties of less than 25% and may have a higher position risk level designation. Individuals selected for these positions will be required to report to the NSF Headquarters building in Alexandria, Virginia. As a IT Program Manager, GS-2210-14 MP, you will perform the following duties in the area assigned: Provides technical and operational expertise for assigned IT program areas, providing advice, guidance, and recommendations regarding technical IT systems, functions, tools, and processes across the NSF to OCIO and NSF leaders. Serves as Project Manager and Subject Matter Expert (SME) on a variety of IT projects and/or portfolios, develops and oversees execution of project plans, milestones, requirements, schedules, budgets, and deliverables, develops and maintains annual and multi-year IT financial plans, coordinates the efforts of the project teams, verifies cost projections, validates requirements, and ensures solutions meet user, mission, and compliance expectations, conducts risk identification, mitigation, and escalation as needed, and serves as a primary source of state-of-the-art information in unified communications platforms, products, and services. Manages IT projects that align with the overall organizational IT requirements, schedule, budget, and reporting mechanisms, and comply with federal high-quality IT standards. Supports program and project-related IT contract activities, including pre-planning, acquisition strategy, market research, cost estimating, evaluation of technical proposals, contract execution, and closeout. Builds and maintains strong relationships and strategic partnerships with OCIO staff and IT partners; develops influential relationships with key stakeholders. Serves as a senior strategic advisor on technology integration and enterprise IT planning.
Qualifications
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualification Standards are available at the Competency-Based Qualification Standard for the Information Technology Management Series, 2210. Specialized Experience for positions at the GS-12 and above: Experience that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. SPECIALIZED EXPERIENCE: To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 Level in the federal service, developing, maintaining, and overseeing strategic IT plans, systems, processes, policies, and portfolios including IT program management expertise in one or more of the following areas:
- Information Security/Cybersecurity
- Quality Assurance and Risk Management
- Enterprise Architecture
- Platform Development
- Solutions Architecture
- Mission IT Support
- IT Project Management
- Systems Administration
- Network Engineering and Operations
- Infrastructure and Datacenter Management

Examples of Specialized experience in the area listed above include:
- Leading the planning, execution, and delivery of complex, enterprise-wide IT projects involving multiple technical disciplines, organizational stakeholders, vendors, contractors, and mission requirements.
- Developing and managing integrated project plans and master schedules encompassing scope, milestones, deliverables, resources, dependencies, risks, acquisition activities, and implementation requirements.
- Leading IT initiatives involving technology modernization, enterprise infrastructure, cybersecurity, cloud computing, network services, telecommunications, applications, or other complex technology environments.
- Managing complex project risks, issues, dependencies, schedule impacts, resource constraints, technical challenges, and organizational barriers, including developing and implementing mitigation and corrective-action strategies.
- Managing project resources, budgets, acquisition activities, contractors, vendors, and service providers to ensure delivery of cost-effective, timely, and technically sound IT solutions.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
Requirements
