The Government Digital Products (GDP) team builds and operates the digital products and platforms that power the Singapore Government's digital services. Within GDP, the Information Services Program (ISP) builds the shared platforms behind information discovery, publishing, accessibility, analytics, and AI-powered experiences — foundational capabilities that enable agencies to deliver trusted digital services.

The Role

We are looking for a Technical Lead / Engineering Manager to lead the next evolution of our platforms.

You'll own the technical direction and delivery of a cross-functional engineering team, balancing long-term platform investments with rapid product delivery. This is a hands-on engineering leadership role where you'll shape architecture, raise engineering standards, mentor engineers, and foster a culture of ownership, collaboration, and continuous improvement.

Working closely with Product Managers, Designers, and fellow Engineering Leaders, you'll tackle complex engineering problems while building reliable, secure, and scalable platforms that underpin digital services across government.

Your impact extends well beyond a single product or team. Every improvement you make enables hundreds of government teams to build better digital services, ultimately improving how people discover information, access public services, and engage with the Singapore Government.

What You'll Do:

Lead and Nurture a High-Performing Team.

Lead, coach, and grow a cross-functional engineering team through technical mentorship, regular feedback, and a culture of ownership and continuous improvement.

Provide hands-on technical leadership to unblock complex engineering bottlenecks while empowering engineers to do their best work.

Drive Technical Strategy and Platform Evolution

Define the technical vision and architecture for platforms used across the Singapore Government.

Balance rapid product delivery with long-term platform reliability, maintainability, and scalability.

Evaluate and implement technical solutions that meet strict Whole-of-Government security and compliance standards.

Actively identify and mitigate technical risks, maintaining a healthy balance between delivering customer value and reducing technical debt.

Partner with Product, Design, Infrastructure, and Platform teams to align on product roadmap execution, system dependencies, and cross-team technical initiatives.

Raise the Engineering Bar

Champion best practices in system design, code quality, automated testing, and comprehensive code/architecture reviews.

Drive strong operational ownership. Champion robust CI/CD pipelines, containerization, infrastructure-as-code, and comprehensive test automation.

Utilize engineering and operational metrics (e.g., system reliability, performance, delivery flow) to continuously optimize team’s effectiveness and system stability.

Establish scalable engineering processes such as design reviews, architecture discussions, and effective code reviews.

Explore practice applications of AI and GenAI to improve both product capabilities and internal engineering workflows.

How to Succeed:

Experience

7+ years of experience engineering, scaling, and delivering production-grade web applications, with a heavy emphasis on robust backend systems.

Demonstrated experience operating as a Technical Lead or Engineering Manager within an agile environment. Proven ability to align engineering squads and manage vendor deliverables or hybrid teams is a strong plus.

A solid track record of designing, architecting, and operating scalable distributed systems, ideally within multi-tenant SaaS platforms or enterprise-grade applications.

Technical Skills

Strong production-tested expertise in Node.js and TypeScript / Go.

Solid understanding of cloud platforms (AWS preferred), container technologies (Docker), and establishing or operating modern CI/CD pipelines.

Strong software engineering fundamentals, including automated testing, system design, and architectural reviews.

Strong hands-on experience building web applications and robust APIs using React or Next.js.

Exposure to or a strong interest in GenAI technologies and incorporating AI-powered capabilities into product features is highly advantageous.

Leadership & Mindset

Strong technical judgment with the ability to make practical architectural trade-offs between rapid product innovation, system stability, and strict security guardrails.

An excellent communicator who can seamlessly translate complex technical challenges into clear business contexts for product, design, and agency stakeholders.

Invests in growing engineers through coaching, feedback, and creating an environment where teams can thrive.

Comfortable navigating ambiguity, making informed trade-offs, and leading teams through complex technical decisions.
