Our client, based in Gloucestershire, is seeking an experienced Interim Head of Operations to join their Adult Social Care Leadership Team on a 6-month contract.

This is a senior leadership opportunity at a pivotal time of service development, combining strategic oversight with operational delivery across integrated health and social care. You will play a key role in driving service improvement, supporting frontline teams, and preparing for future CQC inspection frameworks, ensuring high-quality outcomes for residents across the county.

The role offers a blend of office and home working, with travel required across Gloucestershire.

Key Responsibilities

Provide senior leadership across Adult Social Care Operations, deputising for the Assistant Director

Drive strategic development and continuous improvement across services

Lead operational delivery of integrated health and social care across the county

Line manage Integrated Social Care Managers across locality teams

Support and develop managers to ensure high-performance and quality outcomes

Oversee service performance, quality assurance, and delivery against KPIs

Lead preparation for CQC inspections and regulatory frameworks

Build strong partnerships with health colleagues and multi-agency stakeholders

Ensure effective budget management and best use of resources

Contribute to service transformation and organisational development

Act as an ambassador for Adult Social Care, promoting a positive culture

Qualifications & Experience

Relevant qualification in Social Work, Health, Social Care, or Leadership/Management (or equivalent experience)

Social Work England registration desirable (if applicable)

Significant senior leadership experience within Adult Social Care

Proven experience managing senior managers and high-performing teams

Strong track record of service improvement and transformation in a statutory setting

Experience in complex operational environments and integrated working with health partners

Experience managing large service budgets

Experience preparing services for inspection and CQC frameworks

Legislation Knowledge

Care Act 2014

Mental Capacity Act 2005 (MCA)

Safeguarding Adults frameworks

Wider Adult Social Care legislation and regulatory frameworks

Skills

Strong strategic leadership and decision-making ability

Ability to drive performance and operational improvement

Excellent people management and team development skills

Strong financial and budget management capability

Excellent communication and stakeholder engagement
