Accountabilities:
The Senior Proposal Manager (I&C) will oversee the complete proposal lifecycle, from initial planning through submission, while ensuring quality, compliance, and strategic alignment. The role requires strong coordination across teams, independent decision-making, and the ability to deliver results under demanding deadlines.
Lead proposal development activities, including kickoff meetings, proposal strategies, writing, editing, review cycles, and final submissions.
Coordinate with capture managers, technical teams, subject matter experts, pricing teams, partners, and compliance stakeholders to develop persuasive proposal content.
Create and manage proposal schedules, outlines, compliance matrices, and supporting documentation.
Ensure all proposals meet solicitation requirements, including government regulations, formatting standards, and submission guidelines.
Manage proposal review processes, including Pink Team and Red Team evaluations, incorporating feedback and driving continuous improvement.
Oversee final proposal production and delivery while tracking timelines, risks, and key milestones.
Communicate proposal status, challenges, and recommendations to senior leadership.
Conduct post-submission reviews, lessons learned sessions, and process improvement initiatives.
Support strategic planning, market analysis, customer engagement, capture activities, and business development initiatives.
Mentor junior proposal professionals and provide guidance to strengthen team capabilities.
Stay informed on proposal best practices, industry trends, competitive intelligence, and evolving procurement requirements.
Requirements:
The ideal candidate is an experienced proposal professional with a strong background managing large-scale government proposals. This position requires a combination of strategic thinking, project leadership, communication expertise, and knowledge of federal contracting processes.
12+ years of relevant experience with a Bachelor’s degree, or 8+ years of relevant experience with a Master’s degree; equivalent experience may be considered in place of a degree.
Proven experience managing complex proposals for federal government agencies.
Strong understanding of federal procurement processes, including FAR and DFARS regulations.
Active Top Secret security clearance required.
US Citizenship required.
Exceptional organizational, project management, and leadership capabilities.
Excellent written and verbal communication skills with the ability to influence cross-functional teams.
Ability to manage multiple high-impact projects, shifting priorities, and strict deadlines.
Experience using proposal management tools and software, including Microsoft Office Suite, Adobe Acrobat, SharePoint, and proposal automation platforms.
Ability to travel up to 10% for proposal-related meetings and business activities.
Strong analytical skills with the ability to evaluate complex situations and develop effective solutions.
