Accountabilities
Lead the design, implementation, and continuous improvement of infrastructure grant and loan programs that support public investment initiatives.
Develop and maintain policies, procedures, funding strategies, administrative guidance, and program frameworks to ensure consistent and compliant program delivery.
Analyze legislation, regulations, and funding requirements to create implementation strategies and provide expert policy guidance.
Prepare executive briefings, policy analyses, legislative materials, and strategic recommendations for senior leadership and key stakeholders.
Identify infrastructure needs, program gaps, and operational challenges while developing solutions that improve program effectiveness and expand access to funding.
Collaborate across multidisciplinary teams to resolve complex policy and program issues, improve business processes, and strengthen coordination.
Build and maintain productive partnerships with federal, state, Tribal, and local governments, utilities, and community organizations.
Represent the organization in legislative hearings, stakeholder meetings, and intergovernmental forums while supporting coordinated infrastructure investment strategies.
Requirements
Bachelor's degree in Business Administration, Public Administration, Behavioral or Social Sciences, or another relevant discipline, with at least five years of program coordination or administration experience; or an equivalent combination of education and professional experience totaling eight years.
Proven experience leading the development, implementation, or continuous improvement of complex programs, policies, or strategic initiatives.
Strong understanding of interpreting and applying federal or state legislation, regulations, funding requirements, and public policies.
Experience creating policy documents, procedures, guidance materials, and program improvement strategies.
Demonstrated ability to communicate complex information through reports, presentations, executive briefings, and policy recommendations.
Experience coordinating projects involving multiple internal teams and external stakeholders while managing competing priorities and deadlines.
Excellent analytical, strategic thinking, relationship-building, problem-solving, and stakeholder engagement skills.
Ability to work effectively in a collaborative, fast-paced environment while balancing strategic planning with operational execution.
