Accountabilities: The Human Resources Director will provide strategic leadership for HR services, ensuring effective workforce management, policy alignment, and high-quality support across a complex organization. The role requires balancing executive advising, operational oversight, and continuous improvement initiatives while building strong partnerships with leaders, employees, and external stakeholders.

Lead the development and execution of HR strategies aligned with organizational goals and long-term workforce priorities.

Serve as a senior advisor to executives and managers on workforce planning, employee relations, HR policies, and organizational effectiveness.

Oversee HR operations, service delivery, compliance initiatives, and policy implementation as the organization’s senior HR authority.

Manage HR support services provided to multiple partner agencies, ensuring consistent, customer-focused, and compliant practices.

Represent the organization in labor relations activities, including negotiations, hearings, arbitrations, and complex employee matters.

Conduct workforce, organizational, and staffing analyses to support strategic planning and resource decisions.

Build collaborative relationships with unions, leadership teams, and internal stakeholders to address workforce challenges.

Foster a culture of inclusion, accountability, collaboration, and continuous improvement within the HR function.

Requirements:

The ideal candidate is a strategic and people-focused HR leader with extensive experience managing complex human resources functions, advising executives, and leading organizational transformation. The successful candidate should demonstrate strong knowledge of HR operations, employment practices, and workforce strategy.

Minimum of five years of management experience, or two years of management experience combined with a bachelor’s degree in a related field.

Background in human resources, business administration, public administration, organizational leadership, or a related discipline supporting strategic HR management.

Proven experience leading teams through organizational change and delivering measurable improvements.

Strong ability to develop strategic plans, translate priorities into action, and provide data-driven recommendations.

Experience across key HR disciplines, including talent acquisition, performance management, investigations, classification, and compensation.

Knowledge of employment laws, regulations, HR policies, and collective bargaining agreements.

Experience managing complex employee relations matters, grievances, investigations, and arbitration processes.

Demonstrated ability to support labor strategy and contribute to collective bargaining initiatives.

Strong leadership, communication, collaboration, and stakeholder management skills.
