Accountabilities:
Lead the development of geospatial software solutions, including the design and implementation of ArcGIS Pro extensions integrating machine learning models, hazard datasets, and vulnerability inventories.
Serve as a subject matter expert on software and application development, providing technical guidance on system capabilities, requirements, and solution design.
Develop scripts, tools, and automation processes to optimize cartographic production, geospatial analysis, and data workflows.
Collaborate with data scientists, analysts, and technical teams to deliver insights and analytical products supporting critical government planning and disaster response activities.
Integrate internal and external data sources through APIs and other technologies to support advanced geospatial analysis and situational awareness initiatives.
Participate in program planning, strategy development, evaluation activities, and client engagements while ensuring successful project delivery.
Contribute to technical documentation, knowledge sharing, and continuous improvement initiatives across software development and geospatial operations.
Requirements
Bachelor's degree in Computer Programming, Geographic Information Systems (GIS), Computer Science, or a related technical field.
Minimum of 5 years of professional experience in software development, GIS application development, or related technical roles.
Strong expertise in Python and related libraries used for geospatial analysis, data science, and software development.
Familiarity with additional analytical technologies such as SQL, R, SAS, or similar tools.
Hands-on experience with Esri technologies, including ArcGIS, ArcGIS Pro, ArcGIS Online, scripting tools, notebooks, and geospatial datasets.
Knowledge of cloud technologies, particularly AWS, with experience in cloud-based geospatial solutions preferred.
Experience integrating applications with databases, APIs, and web services.
Understanding of business intelligence and visualization tools such as Tableau, Power BI, and ArcGIS Online applications.
Familiarity with DevOps methodologies and tools such as Jira, GitHub, and agile development practices.
Previous experience supporting federal, state, or local government initiatives, particularly in disaster management or emergency response environments, is highly desirable.
Knowledge of natural hazards, weather events, and geospatial datasets related to disaster recovery and resilience initiatives is a strong advantage.
Excellent communication, documentation, problem-solving, and collaboration skills.
Ability to obtain or currently hold a Public Trust clearance.
