Budget Analyst

About the Position: This position as Budget Analyst is located at I CORPS Senior Cdr Aug G-8 Resource Management Program & Budget Division, Joint Base Lewis McChord, Washington. This is a Term position Not to Exceed (NTE) 3 Years. Term positions may be extended beyond six years up to 8 years. Also refer to Additional Information for Term Appointment details. Major duties

• Monitors and tracks obligations and expenditures throughout the execution phase of the annual operating budget by analyzing the use and rate of expenditure.
• Reviews and revises as necessary to conform to local training and regulatory guidance
• Determines the propriety and cost effectiveness of funding requests.
• Utilizes Army Financial Management systems to include the General Fund Enterprise Business Systems (GFEBS), Defense Travel System (DTS), and the Global Combat Support System-Army (GCSS-Army) for assigned units.
• Certifies availability of funds.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes : 1) Develops and administers budget formulation and execution plans for programmed funds; 2) Evaluates financial data and budgetary relationships to develop actionable recommendations for budgetary actions; 3) Composes and delivers comprehensive budget presentations and reports to customers and leadership; AND 4) Provides technical guidance and monitors organizational travel program metrics to ensure compliance with all pertinent regulations to subordinate units. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Financial Management, Public Administration, or Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
