Senior Planning Manager

Job Description

We are seeking an experienced Senior Planning Manager to lead the planning and project controls function fora major hospital development project in Singapore. The successful candidate will be responsible for developing and managing the overall project programme, monitoring progress, identifying schedule risks, coordinating recovery measures, and providing accurate planning and progress information to project management and senior management.

Key Responsibilities

• Lead and manage the overall planning and scheduling function for the hospital project.
• Develop, maintain, and update the master project programme in accordance with contractual requirements and project objectives.
• Establish detailed baseline programmes covering design, procurement, construction, testing, commissioning, and handover activities.
• Coordinate with the Project Director, Construction Manager, Site Managers, engineers, consultants, subcontractors, and other project stakeholders to develop realistic construction programmes.
• Monitor actual progress against the approved baseline programme and identify delays, slippages, and critical activities.
• Analyse project schedules and identify the critical path, near-critical activities, key interfaces, and potential schedule risks.
• Prepare and implement recovery programmes and mitigation measures for delayed or critical activities.
• Review and integrate subcontractor and specialist contractor programmes into the overall project programme.
• Coordinate planning requirements for architectural, structural, M&E, specialist systems, procurement, testing, commissioning, and handover activities.
• Monitor procurement and material delivery schedules and assess their impact on project progress.
• Prepare weekly, monthly, and other periodic progress reports for management and project stakeholders.
• Analyze planned versus actual progress and provide recommendations to improve project performance.
• Prepare project dashboards, progress curves, look-ahead programmes, manpower histograms, and other planning and project-control reports.
• Coordinate progress measurement and verify reported progress against actual site conditions.
• Support the project team in assessing the time impact of variations, design changes, delays, and other project events.
• Assist with extension-of-time assessments, delay analysis, and preparation of supporting programme documentation where required.
• Conduct regular planning and progress meetings and follow up on outstanding actions.
• Establish and maintain effective project controls, planning procedures, reporting systems, and schedule-monitoring processes.
• Identify potential programme risks and coordinate appropriate mitigation strategies with the project team.
• Monitor key project milestones and ensure critical deliverables are properly tracked.
• Provide planning and scheduling advice to project management and senior management.
• Lead and mentor planning engineers and project-control personnel.
• Ensure planning records, programme revisions, progress data, and supporting documentation are properly maintained.
• Perform other duties and responsibilities as assigned by the Project Director or senior management.

Requirements

• Degree in Civil Engineering, Construction Management, Project Management, or a related discipline.
• Minimum 10 years of relevant planning and project controls experience in large-scale construction projects.
• Prior experience in hospital or healthcare construction projects is required.
• Strong experience in developing and managing complex construction programmes from pre-construction through completion and handover.
• Strong knowledge of construction planning, scheduling, progress measurement, critical-path analysis, delay analysis, and project controls.
• Experience managing master programmes and integrating programmes from subcontractors and specialist contractors.
• Strong understanding of architectural, structural, M&E, specialist systems, testing, commissioning, and handover activities.
• Experience preparing recovery programmes, look-ahead schedules, progress reports, manpower histograms, S-curves, and project dashboards.
• Experience in delay analysis and extension-of-time assessments will be an advantage.
• Good knowledge of construction sequencing, resource planning, procurement schedules, and site operations.
• Strong analytical, communication, coordination, leadership, and problem-solving skills.
• Able to analyze complex project information and provide clear recommendations to senior management.
• Experience working with major contractors, consultants, and multidisciplinary project teams.
• Knowledge of Singapore construction practices and project requirements.
• Able to work independently and effectively under demanding project schedules and deadlines.
