Accountabilities: The Principal Analyst will lead complex technical reviews, provide guidance to analysts, and help strengthen the frameworks used to evaluate reimbursement-funded projects. This role requires a balance of hands-on technical assessment, process improvement, stakeholder collaboration, and leadership to ensure project recommendations are accurate, defensible, and aligned with strategic objectives.

Lead and support Senior Analysts conducting technical reviews of reimbursement applications, project proposals, and supporting documentation.

Perform detailed assessments of complex projects, evaluating technical feasibility, implementation readiness, operational dependencies, risks, and expected outcomes.

Review funding requests to ensure alignment with applicable regulations, program requirements, eligibility criteria, and reimbursement policies.

Evaluate whether proposed initiatives support strategic priorities, including compliance improvements, operational effectiveness, system modernization, and measurable program value.

Conduct technical due diligence on high-value, high-risk, novel, or precedent-setting reimbursement requests.

Review project scopes, cost assumptions, implementation plans, technical documentation, and performance expectations to determine funding justification.

Identify unsupported assumptions, documentation gaps, risks, inconsistencies, and potential issues requiring escalation.

Develop clear review findings, recommendations, questions, and decision-support materials for leadership and internal stakeholders.

Collaborate with cross-functional teams including legal, finance, data analytics, regulatory, materials, planning, and state teams to gather expertise and resolve complex review questions.

Research technical, regulatory, operational, and economic topics to support informed reimbursement decisions.

Help create and improve review processes, tools, standards, and documentation practices to increase consistency, efficiency, and audit readiness.

Operate effectively in evolving environments by applying sound judgment, prioritizing issues, and supporting continuous improvement initiatives.

Requirements:

The ideal candidate brings extensive experience in technical project evaluation, regulated programs, infrastructure assessment, or reimbursement processes, combined with strong analytical abilities and leadership maturity. This professional should be comfortable reviewing complex information, influencing decisions, coaching others, and developing structured approaches in ambiguous environments.

Bachelor’s degree required in engineering, environmental science, environmental studies, public administration, economics, data analytics, project management, or a related field.

Advanced degree preferred, including MBA, CPA, or Master’s degree in a relevant discipline.

13+ years of relevant professional experience in technical project review, infrastructure or operations assessment, regulated funding programs, reimbursement analysis, project management, process development, or related fields.

Proven experience evaluating complex project scopes, costs, feasibility assessments, regulatory alignment, implementation plans, and technical documentation.

Experience guiding, coaching, or reviewing the work of analysts while maintaining strong hands-on technical involvement.

Strong understanding of regulatory requirements and the ability to translate complex rules into practical review frameworks and decision criteria.

Advanced analytical skills with the ability to assess operational, financial, technical, and performance-related information.

Excellent written and verbal communication skills, including the ability to create clear recommendations, findings, escalation materials, and executive-ready documentation.

Strong attention to detail with a commitment to accuracy, traceability, consistency, and audit-ready work products.

Ability to manage competing priorities and operate effectively in a fast-paced, changing environment.

Experience with recycling operations, environmental programs, infrastructure initiatives, municipal programs, EPR frameworks, or public-sector funding programs is preferred.

Benefits:

Competitive annual salary range of $145,000 - $165,000 USD , based on experience, skills, qualifications, and location.
