Emergency Management Specialist
About the Position: Serves as Chief of the Emergency Management Program, directing the activities of Emergency Management and response Corps employees involved in emergency operations. Emergencies include a wide variety of all levels of civil and military mobilizations, such as, natural, national or terrorist disasters.
Major duties
- Ensures an effective total response from the district to any type of emergency to include local, regional or national
- Serves as senior technical authority within the District and principal advisor to the senior management and the District Engineer on all aspects of Emergency Management Program activities.
- Provides training and management of Planning Response Teams (PRTs) and a variety of response cadres to ensure timely and effective response to hazardous events and activities.
- Develops preparedness and operational plans including all aspects of establishment of emergency operations centers.
- Develops the policy guidance for and supervises or participates in the formulation and implementation of the District's Natural Disaster Management Program in accordance with a wide variety of federal law, directives and guidance.
- Manages the development of and submits through appropriate channels to LRD, the District's Emergency Management Program annual budgets.
- Serves as the Project Manager overseeing Emergency Management planning, training, and events.
- Plans work to be accomplished and coordinates work of subordinates.
- ssigns work to subordinates based on priority, difficulty and subordinates' capabilities.
- Gives technical/administrative advice, counsel or instructions to subordinates.
- Approves leave and overtime requests and time and attendance of employees.

Specialized Experience: One year of specialized experience which includes performing, managing, or directing work in emergency management, public safety operations, emergency preparedness and response, and related fields; management and organization principles pertaining to civil disaster contingency planning and response requirements using federal law, policies, directives and regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12 or above. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
