Health, Safety and Environment (HSE) Manager

Responsibilities Develop, implement, and maintain occupational health, safety, and environmental policies, procedures, and compliance programs

Conduct workplace inspections, risk assessments, hazard identification, and incident investigations while implementing corrective actions

Ensure compliance with the Labor Code of the Republic of Azerbaijan, OSHA principles, and applicable international HSE standards

Organize employee HSE training, emergency preparedness drills, fire safety activities, and awareness programs

Maintain HSE documentation, reports, audit records, and coordinate with regulatory authorities, contractors, and internal stakeholders

Promote a strong workplace safety culture and continuously improve health, safety, and environmental management systems

Requirements Bachelor’s degree in Occupational Health & Safety, Engineering, Environmental Safety, or a related field

Minimum 3–5 years of experience in occupational health and safety management or a similar role

Strong knowledge of Azerbaijani labor legislation, occupational safety regulations, and OSHA/international HSE standards

Experience conducting risk assessments, workplace inspections, incident investigations, and safety audits

Strong communication, organizational, and problem-solving skills with the ability to independently manage risks and corrective actions

Fluency in Azerbaijani and English; Russian and relevant HSE certifications are considered an advantage

Nice to have Experience working in international or multinational companies

Familiarity with ISO 45001 Occupational Health and Safety Management Systems

Experience supporting office, construction, installation, or technical operational environments

Knowledge of environmental management and sustainability initiatives
