You will serve as a Lead Program Analyst in the Field Examination Group Branch of NAVSUP FLC SD GF.

Major duties

  • You will be responsible for directing a group of lower grade specialists in conducting a review of disbursing/personnel operations at all afloat and ashore commands maintaining a Disbursing Station Symbol Number (DSSN)
  • You will be the on-site examinations of Navy military pay accounts includes electronic and physical service records, personal financial records to determine if disbursing/personnel functions and performance are legitimate and accurate
  • You will appraises effectiveness of systems and procedures, and determines compliance with government regulations
  • You will prepares formal reports that summarize findings and recommendations for submission to the commanding officer and Navy activities of higher echelon
  • You will resolve simple, informal complaints of employees and refer others, such as formal grievances and appeals, to the supervisor or an appropriate management official

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the 09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: demonstrating experience to assist the Field Examination Group (FEG) Director in his short term, long term, and short fuse plans in the execution of FEG's mission. Specialized experience must include the following: 1)Experience in mentoring and monitor FEG Teams while also assigned as a Team Lead; 2) Possess experience of Disbursing/Personnel/Administrative/Navy Cash automated systems and programs in order to be able to train team members of these programs' present and future functionalities; 3) Demonstrate knowledge in regulations and procedures set forth in publications governing Financial Management, Military Pay and Allowance, Military Travel, and Navy Cash in order to be able to apply this knowledge in the examination process; 4) You have experience to represent FEG in formal and informal settings by expertly communicate verbally (e.g. Commanding Officer out brief, onsite staff briefings and training, etc.) or in written correspondences (e.g. Formal FEG Reports, official correspondences); 5) You have analytical ability to collate information from varying sources and formulate solutions, corrections, and/or recommend preventive measures to disbursing and administrative staffs. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a Ph.D. or equivalent doctoral degree, LL.M, or have completed three full years of progressively higher level graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
