To prepare accurate, competitive, and comprehensive cost estimates for large-scale construction and real estate development projects, ensuring tenders are priced to secure profitable work while managing commercial risk in line with company objectives and Saudi market conditions.

  • Lead the preparation of detailed cost estimates for building, and mixed-use development projects from concept through to tender submission.
  • Review tender documents, drawings, specifications, BOQs, and contract conditions to identify scope, risks, exclusions, and commercial opportunities.
  • Perform quantity take-offs and measurement in accordance with CSI Standard.
  • Prepare and analyze BOQs, and build up unit rates covering materials, labor, plant, subcontractor costs, overheads, and profit margins.
  • Obtain, evaluate, and compare quotations from suppliers and subcontractors, ensuring competitive and reliable pricing.
  • Develop cost plans and budget estimates at various design stages (concept, schematic, detailed design).
  • Conduct value engineering and cost-optimization studies to improve competitiveness without compromising quality.
  • Prepare tender clarifications, qualifications, assumptions, and technical/commercial submissions.
  • Coordinate with design, planning, procurement, and technical teams to ensure estimate completeness and accuracy.
  • Attend pre-tender meetings, site visits, and client/consultant negotiations.
  • Maintain and update cost databases, historical rates, and benchmarking data reflecting current Saudi market prices.
  • Ensure all estimates comply with local regulations, municipality requirements, and the Saudi Building Code.
  • Support the handover of awarded projects to the cost control and execution teams.

Qualifications & Requirements

  • Bachelor’s degree in civil engineering, Quantity Surveying, or a related field.
  • Minimum 12 years of estimation experience, with a substantial portion in the Saudi Arabian / GCC construction market.
  • Proven track record estimating large-scale projects (high-rise, residential, commercial, or mixed-use developments).
  • Strong knowledge of Saudi market rates, local suppliers, subcontractors, and material costs.
  • Familiarity with the Saudi Building Code, municipality regulations, and local procurement practices.
  • Solid understanding of contract types (lump sum, unit rate, cost plus) and FIDIC conditions.
  • SCE (Saudi Council of Engineers) membership required or obtainable.
  • Valid Saudi work eligibility (Iqama) or transferable status preferred
