IT positions located in the Department of Labor, Bureau of Labor Statistics (BLS), Office of Technology and Survey Processing (OTSP) provide IT support to all aspects of BLS data development initiatives. BLS measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making.

Major duties

This position is located in OTSP, Division of Enterprise Web Systems (DEWS). DEWS operates, maintains, designs, and develops BLS internet data dissemination facility (LABSTAT), internet data collection facility (IDCF), and central intranet facility (BLS Central). As a DEWS Branch Chief, Supervising Web Content & Quality Assurance work, responsibilities include but are not limited to the following: Staff Management: assigning and evaluating work, communicating expectations, strengthening professional growth, and promoting team collaboration. Quality Assurance: Ensuring all test procedures, software documentation, and defect tracking processes are accurate, complete, and compliant with standards. Web Content & Site Optimization: Overseeing web content management, utilizing appropriate tools and languages, and optimizing website performance and accessibility to align with user needs. Technology: Leading and determining feasibility of recommended technology, equipment, and software solutions.

Qualifications

Qualification requirements include meeting minimum proficiency levels for required competencies and demonstrating one year of specialized experience equivalent to at least the next lower grade level, i.e. GS-13, in the Federal Service.

Specialized Experience

Specialized experience serves as evidence that an applicant possesses the knowledge, skills, and abilities/competencies required for successful performance in the position. For this position, specialized experience is defined as one year performing both of the following:

  1. Demonstrated experience performing the full range of testing activities within an Agile Software Development Life Cycle. Examples of experience indicators at this level may include:
  • creating well-structured test plans and use cases;
  • developing test scripts to validate software features;
  • using tools to document and track test results (e.g. Version One);
  • performing end-to-end testing, including 508 compliance checks.
  1. Demonstrated experience maintaining the day-to-day operations and optimization of websites. Examples of experience indicators at this level may include:
  • Building web pages using HTML/CSS/JS;
  • Managing websites using Content Management Systems;
  • Applying UX/UI and responsive design for accessibility and usability;
  • Monitoring site traffic and web metrics to improve performance and user experience.
