Ensure effective management and development of project quality staff
- Participate in managing and overseeing site quality personnel.
- Motivate, train, and evaluate project quality staff to ensure continuous development.
- Monitor and assess direct reports’ performance, reporting results to the Project Quality Manager (PQM).
- Share knowledge, best practices, and lessons learned to build organizational capability.
- Provide necessary quality-related documents requested by the Quality Core team in a timely manner.
Secure all required project quality documentation and approvals
- Obtain approvals for essential project quality documents (e.g., PQP, ITPs, QMPs, WPSs, PQRs, and quality procedures).
- Secure approval of concrete manufacturers and third-party testing service providers.
- Coordinate with the Construction Manager/Site Manager for the third-party lab setup and ensure its readiness.
- Review and approve testing quality plans submitted by third-party providers.
- Approve concrete mix designs, trial mixes, and ingredient sources.
Ensure compliance with Quality Management System (QMS) and contractual requirements
- Lead project quality staff in providing guidance and support on quality-related issues.
- Issue monthly Project Quality Reports, including KPIs and Cost of Quality, and propose corrective actions if necessary.
- Perform regular quality walkthroughs to assess and oversee project quality status.
- Verify that all test reports comply with contract specifications and requirements.
- Review and approve method statements prepared by construction teams or subcontractors.
- Monitor the quality and compliance of supplied permanent materials.
- Track and follow up on Non-Conformance Reports (NCRs) and their corrective actions.
- Conduct audits on subcontractors and suppliers to ensure compliance with quality standards.
- Identify and manage risks related to poor quality through NC alerts.
- Oversee testing agencies and third-party inspections within the project scope.
- Monitor third-party performance, ensuring test accuracy, report consistency, and qualification compliance.
- Identify and report waste events to the Project Manager.
- Conduct regular internal audits of project departments.
- Ensure proper implementation of calibration, measuring, and testing procedures.
Ensure smooth and compliant project handover
- Support the closure of snag lists and ensure documentation is complete and retained per contract requirements.
- Ensure that all live quality documents (IRs, MIRs, NCRs, test reports) are properly scanned and filed.
- Oversee closure of all internal and external NCRs before project completion.
- Manage issuance and closure of punch lists until final Taking Over Certificates (TOCs) are acquired.
- Coordinate with IT to ensure proper backup and retrievability of quality documentation.
- Prepare and submit the project Quality Close-Out Report.
- Capture and document lessons learned and best practices for future improvements.
- Expertise in ISO 9001, ISO 14001, and other relevant quality management standards.
- Knowledge of QC procedures, audits, and compliance monitoring.
- Ability to analyze workflows and implement Lean, Six Sigma, or other improvement methodologies.
- Identifying and mitigating quality-related risks.
- Handling NCRs, corrective actions, and root cause analysis.
- Conducting internal/external audits and preparing quality reports.
- Evaluating supplier performance and ensuring material compliance.
- Reviewing feedback and implementing service improvements.
- Using tools like SPC, Pareto analysis, and trend monitoring.
