Job purpose

Manages the assigned project in terms of engineering activities ensuring timely completion, within the budget and meeting quality and HSE standards along with review and feedback of the project documents.

Key accountabilities

Job specific:

Manages the engineering team of the project through all stages in coordination with other concerned entities and divisions of the company ensuring compliance with company strategies, commitments and goals.

Participates in the development of tender document and provides professional expertise in the selection of the engineering consultant, PMC and contractors with particular emphasis on pre-qualification and bid evaluation to ensure fulfilment of technical objectives, safety and quality requirements, budget and schedule.

Participates, coordinates and assists in development of detailed statement of requirements (SOR) and strategy for implementation of various project phases to ensure monitoring of project progress and timely completion.

Monitors reviewing of contractor documentation and in case of conflicting comments, mediates and resolves.

Coordinates and monitors the progress of work performed by licensors, engineering and EPC contractors; identifies any bottlenecks and recommends corrective action to ensure smooth and timely completion of each project.

Ensures proper coordination between the project management team (PMT), end user and engineer/contractor and other agencies involved in the project to ensure proper progress of the project.

Ensures that contractors’ strategy, plans, specifications, subcontracting strategy, methods and procedures for construction are in accordance with the scope of work and other specifications and apply cost effective and value adding solutions in these areas throughout the assigned project.

Ensures that “best industry practice” and state of the art technology is applied in the selection of equipment, material, systems, work methods and testing during the life of the project.

Ensures that company policies for engineering, safety (HSE) and quality are addressed and being implemented in the desired fashion in coordination with HSE division, PMC and contractors.

Reviews contractors pre-commissioning and commissioning procedures and plans and supervises the pre-commissioning and commissioning activities ensuring effective coordination of work by assigned multi-disciplinary teams.

Supervision

Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.

Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.

Budgets

Provide input for preparation of the section/department budgets and assist in the implementation of the approved budget and work plans to deliver section objectives.

Investigate and highlight any significant variances to support effective performance and cost control.

Policies, systems, processes and procedures

Implement approved section/department policies, processes, systems, standards and procedures in order to support execution of the section’s/department work programs in line with company and international standards.

Performance management

Contribute to the achievement of the approved performance objectives for the section/department in line with the company performance framework.

Innovation and continuous improvement

Design and implement new tools and techniques to improve the quality and efficiency of operational processes.

Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function.

Health, safety, environment (HSE) and sustainability

Comply with the ADNOC Onshore/ADNOC HSE procedure requirements.

Report all incidents and occupational illness to line supervisor.

If aware of any unsafe practice or condition, or if in any doubt about the safety of any situation, immediately consult their line supervisor.

Carry out the emergency responsibilities in line with the respective roles as per the emergency organization.

Reports

Provide inputs to prepare section MIS and progress reports for company management.

Qualifications, experience, knowledge and skills

Minimum qualification

Bachelor degree Mechanical/Electrical/Instrument & Control Engineering.

Minimum experience, knowledge and skills

8 years of similar experience with at least 4 years in a relevant senior supervisory role; managing engineering multi-disciplinary functions for the design of the assets/facilities, exposure to preparation of Front End Engineering and Design packages within the oil and gas industry.
