On behalf of our multinational client, RiseUP Group is seeking to hire: Cost Engineer 

Job Description:   We are seeking a Cost Engineering Program Manager to join our team on a term-based contract basis. The primary focus of this role is to develop and establish a comprehensive Cost Development Strategy, beginning with setting up a robust cost baseline framework across our cross-regional portfolio. This is a cross-regional role supporting teams operating across India, Asia Pacific (APAC), Africa, Middle East & Turkey (MEATR), and Latin America (LATAM). The position requires strong coordination skills across multiple time zones and cultural contexts to drive cost certainty from initial strategy through to final project delivery. 

Expected deliverables:   Establish a cost development strategy that defines the approach, methodology, and governance for cost management across the cross-regional portfolio.  Set up the cost baseline by developing standardised cost frameworks, benchmarks, and reference data to enable consistent cost planning across all regions.  Define cost escalation models, regional cost indices, and market-specific adjustments to ensure baseline accuracy.  Develop and maintain cost libraries and databases that reflect regional market conditions across India, APAC, MEATR, and LATAM.  Create cost development roadmaps aligned with project lifecycle stages — from feasibility through to construction completion.  Drive continuous improvement of cost strategy through lessons learned, post-project reviews, and market intelligence.  Commercial & Contract Management  Prepare, review, and negotiate contracts, tender packages, and bid documents.  Identify commercial risks and advise on contractual disputes. 

A degree (mandatory) or postgraduate (preferable) qualification in Quantity Surveying or Construction Management  Minimum 10 years of experience in cost engineering, quantity surveying, or similar role  Demonstrated experience in developing cost strategies, baselines, and benchmarking frameworks  Experience in construction industry and/or architectural project management highly valued  Understanding construction project lifecycles and documentation requirements, construction methods, building regulations, and contract law  Experience working with international teams and stakeholders across multiple regions  Advanced proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and cost estimation software  Knowledge of AutoCAD and Building Information Modelling (BIM) is highly valued  Strong experience with Power BI and data visualization tools   Demonstrated experience in developing and maintaining project documentation standards  Excellence in organizational and time management skills  Strong attention to detail and problem-solving abilities  Flexibility to coordinate across multiple time zones  Cultural awareness and sensitivity in communications  Experience in global or regional project coordination preferred  Strong virtual collaboration capabilities  Knowledge of regional business practices and standards
