Senior Data Support Manager

Accountabilities: Partner with government organizations and project teams to assess existing data systems, identify improvement opportunities, and develop tailored data support strategies.

Design and advise on data models, data architecture, publication frameworks, and digitization initiatives that improve data quality, accessibility, and usability.

Review technical implementations, supervise external consultants, and provide expert guidance to ensure high-quality project delivery.

Analyze complex datasets to generate actionable insights, performance indicators, and visualizations that support informed decision-making.

Advise on the implementation and improvement of electronic procurement systems, software requirements, and data management solutions.

Develop practical tools, templates, and documentation to support data publication, governance, and long-term sustainability.

Deliver training sessions, workshops, and knowledge-sharing initiatives while contributing to technical guidance, best practices, and community development.

Collaborate with international teams and regional stakeholders to support ongoing projects across Asia, including regular travel when required.

Requirements

Proven experience in data analysis, data architecture, data management, or technical consulting within complex, multi-stakeholder environments.

Strong proficiency in Python, SQL, CSV, JSON, and data analysis techniques, including data cleaning, statistical analysis, and visualization.

Experience designing data models, managing large datasets, and improving data quality across distributed or low-maturity data environments.

Knowledge of system architecture, digitization processes, database design, and technical solution development.

Experience supervising consultants, leading technical workstreams, and managing relationships with government or public sector stakeholders.

Excellent communication skills with the ability to explain complex technical concepts to non-technical audiences.

Strong stakeholder management, facilitation, and training skills, with experience building capacity across diverse teams.

Experience with business intelligence tools, GIS data, open data initiatives, monitoring and evaluation, or public procurement systems is considered an advantage.

Familiarity with version control systems, project management methodologies, user research, or software requirements gathering is beneficial.

Fluent written and spoken English, with the ability to travel internationally across the Asia region. Additional Asian language proficiency is an advantage.
