This position is located in the Bureau of Political-Military Affairs (PM), Directorate of Defense Trade Controls (DDTC), Office of Defense Trade Controls Management (DTCM). The PM bureau provides policy direction in the areas of international security, security assistance, military operations, defense strategy and policy, military use of space, and defense trade. Major duties

  • Develop evaluating criteria to conduct continuing reviews and evaluations of existing administrative, management, operational, and other related policies, and procedures of PM to improve processes and systems.
  • Analyze proposed updates to Department wide and Bureau specific policies, and draft responses to the proposed actions for review by leadership.
  • Establish and maintain relationships with key officials and agency stakeholders to communicate and disseminate information which results in an improved understanding of the Bureau's mission, policies, and activities.
  • Monitor the long-term strategic vision and focus on long-term goals and priorities, including the oversight of the strategy, resource, and learning cycle and identification and the development of new opportunities for innovative approaches.
  • Work with ISN PM AVC's Executive Office, the Acquisitions Management Office (AQM), and other appropriate U.S. Government (USG) offices to advise the Bureau on what contract services, goods, and resources are needed to implement program activities.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing or revising administrative policies, procedures, or internal management controls. Experience applying policies, procedures, or regulations to support foreign policy. Experience supporting planning or resource management activities (e.g., strategic planning, budget formulation). There is no substitute of education for specialized experience for the GS-14 position.
