We are seeking an experienced Commissioning Strategic Lead to take a senior leadership role within a large Adult Social Care commissioning portfolio.

This is an exciting opportunity to lead significant strategic commissioning, procurement and recommissioning programmes, while managing a large commissioning team and contributing to service transformation, market sustainability and improved outcomes for residents.

Key Responsibilities

  • Lead a major Adult Social Care commissioning portfolio, ensuring the successful delivery of high-value strategic programmes.
  • Oversee the procurement and implementation of a new Homecare Framework valued at approximately £750m .
  • Lead the recommissioning of Supported Living, Residential Care and Day Opportunities frameworks.
  • Deliver the recommissioning of an Integrated Community Equipment Service .
  • Drive service improvement, market sustainability and positive outcomes across commissioned services.
  • Lead and manage a large commissioning team, including Commissioning Managers and Commissioners.
  • Provide strategic support to the Head of Service and contribute to wider service planning and development.
  • Deputise for the Head of Service when required.
  • Build and maintain effective relationships with providers, partners and senior stakeholders.
  • Ensure commissioning priorities are delivered effectively within a complex and rapidly changing environment.
  • Work collaboratively with Contracts, Brokerage and Market Development teams to shape and develop local markets.

Essential Experience & Skills

  • Significant experience leading Adult Social Care commissioning within a local authority or wider public sector environment.
  • A proven track record of delivering large-scale commissioning, procurement and recommissioning programmes.
  • Strong leadership experience managing multidisciplinary commissioning teams.
  • Experience leading teams and services through change, transformation and organisational restructure.
  • Excellent stakeholder management and influencing skills, with the ability to engage senior leaders, partners and providers.
  • Strong programme and project management experience across complex portfolios.
  • A thorough understanding of Adult Social Care commissioning, market development and service improvement.
  • The ability to prioritise competing demands and maintain delivery within a fast-paced environment.
  • Experience working within relevant governance, procurement and commissioning regulations.
  • Degree-level education or equivalent professional experience in commissioning, social care or a related discipline.
  • Basic DBS check required – support can be provided to complete this if you do not currently hold a valid DBS.

This role would suit someone who: Has substantial senior-level Adult Social Care commissioning experience and is confident taking ownership of complex, high-value programmes while providing strategic leadership to a sizeable commissioning function.
