1. Accounting Operations & Controls

  • Oversee all accounting operations including general ledger, accounts payable/receivable, payroll, and bank reconciliation
  • Ensure timely and accurate preparation of monthly, quarterly, and annual financial statements in compliance with Egyptian Accounting Standards (EAS) and IFRS where applicable
  • Establish and enforce robust internal controls, accounting policies, and financial procedures across all departments
  • Manage the fixed assets register, depreciation schedules, and inventory valuation
  • Coordinate and manage internal and external audit processes, ensuring timely responses to all audit findings
  • Ensure full compliance with Egyptian tax regulations, VAT, and all statutory filing obligations

2. Financial Planning & Strategy

  • Lead the development and execution of the university's financial strategy aligned with its academic mission and long-term institutional goals
  • Oversee annual budgeting and multi-year financial planning processes in coordination with all academic and administrative departments
  • Provide data-driven financial insights and scenario analysis to support strategic decision-making by the President and Board of Trustees
  • Develop revenue diversification strategies and cost optimisation plans to ensure long-term fiscal sustainability
  • Lead financial feasibility studies for new academic programs, campus expansions, or capital investments

3. Treasury & Cash Flow Management

  • Manage the university's daily cash flow, liquidity position, and banking relationships
  • Oversee credit facilities, loan agreements, and investment portfolios in coordination with banking partners
  • Ensure adequate funding is available for all operational and capital expenditure requirements
  • Monitor and manage foreign currency exposure and related financial risks where applicable

4. Financial Reporting & Governance

  • Prepare and present comprehensive financial reports to the University President, Board of Trustees, and governance committees
  • Implement financial KPIs and management dashboards to track institutional financial health in real time
  • Support accreditation processes by providing required financial documentation, analysis, and compliance evidence
  • Ensure full transparency and accuracy in all financial communications and disclosures

5. Compliance, Audit & Risk Management

  • Ensure compliance with Egyptian tax law, labor law financial obligations, social insurance, and all applicable statutory requirements
  • Develop and maintain a financial risk register and present risk reports to senior leadership on a regular basis
  • Ensure adequate insurance coverage and financial contingency plans are in place
  • Oversee all regulatory filings and liaise with tax authorities, government bodies, and external auditors

6. Team Leadership & Development

  • Lead, mentor, and develop the finance and accounting team to build a high-performing, professional department
  • Establish clear roles, responsibilities, and performance objectives for all team members
  • Foster a culture of accountability, accuracy, continuous improvement, and ethical financial practice
  • Partner with HR on headcount planning, salary scale management, and payroll governance
  • Bachelor's degree in Accounting, Finance, or a related field; Master's degree (MBA or MSc Finance) is strongly preferred
  • Professional qualification is required: CPA, CMA, ACCA, CA, or equivalent
  • Minimum 10 years of progressive experience in accounting and financial management, with at least 3–5 years in a Finance Director, CFO, or equivalent senior leadership role
  • Prior experience in higher education, non-profit, or international organisation sector is a significant advantage
  • Proven track record in financial planning, budgeting, audit management, and full-cycle accounting operations
  • Strong knowledge of Egyptian Accounting Standards (EAS), Egyptian tax law, labor law financial obligations, and social insurance regulations
  • Experience with ERP systems (Oracle, SAP, Microsoft Dynamics, or equivalent)
  • Excellent command of English and Arabic — both written and spoken
