Responsibilities

Select and prepare the adequate tendering and contracting strategy that ensures the best value for ADNOC expenditure following best practice and innovative ideas

Prepare contractual and commercial aspects of any procurement, support works and service tenders required by projects, in consultation with project managers

Prepare and compile tender, agreement (purchase order, contract) documentation, with project team, legal and finance groups to ensure viability, legality, interpretation and ease of administration

Provide expertise for tenderer’s prequalification and process bid list, including any pre-qualification exercises and evaluations required and obtain relevant management and tender board approvals

Participate in the technical and un-priced commercial evaluation of tenders and then lead the subsequent priced commercial evaluation of technically acceptable offers that includes professional adjustment factors depending on the nature of the job and tender

Prepare a comprehensive techno-commercial evaluation report and recommendations

Process award recommendations, ensure necessary approvals and finalize with successful bidder and the contract documentation

Validate the development and implementation of all contractor procedures for conformity with the contract

Check conformity of all documentation called for, including guarantees, performance bonds, insurance and the like with agreed formats and processes as required

Assist in evaluating contractor’s request for approval of vendors and sub-contractors

Monitor performance of contractor’s procurement activities in terms of timely delivery and quality

Administer contractors’ request for approval of vendors and sub-contractors

Administer contractors’ reimbursement and valuation submissions, and coordinate with the finance division as required

Review, advise and negotiate as part of constituted team, revised terms, variation order requests, change orders, claims in liaison with responsible management

Assist project controls group in obtaining and assessing cost and progress data performance

Provide relevant data and assist to the contract administration system and provide facilities for performance analysis of the historical tender and contract matters

Coordinate the final ‘close-out’ of completed purchase order or contract by ensuring proper resolution of all outstanding issues

Provide input and review the commercial aspect of ‘performance reports on contractors’

Expected

Bachelor degree in engineering or related discipline

Minimum of 15 years of experience within the oil and gas industry

Previous ADNOC project experience is highly preferred

Strong knowledge of procurement processes, contract administration, expediting, and vendor management

Experience with EPC contractors and large-scale capital projects

Familiarity with SAP, Oracle, or other ERP systems

Good understanding of international procurement practices and industry standards

Candidates with previous experience supporting ADNOC Onshore PMC projects, overseeing EPC contractor procurement activities, and managing procurement of major equipment such as static equipment, rotating equipment, piping, electrical, instrumentation, and packaged units will be highly preferred
