PROGRAM ANALYST

You will serve as a PROGRAM ANALYST in the Program Integration Division of NAVAL EDUCATION AND TRAINING COMMAND.

Major duties

• You will coordinate with Navy staff and other Services in the performance of day-to-day activities supporting the Interservice Training Review Organization (ITRO) program.
• You will serve as a program analyst managing interdisciplinary teams consisting of professionals with diverse expertise to ensure seamless execution of the program.
• You will develop, coordinate, and analyze the Navy’s responses to inquiries and recommendations, and document the Navy’s official position on ITRO-related topics.
• You will prepare and present briefings, issue papers, and decision documents for senior and Flag-level leadership.
• You will provide project management expertise and technical support to ensure projects are executed on time, within budget, and that all deliverables are met.
• You will apply sophisticated research procedures and analytical techniques to conduct unique and innovative studies on training and education business issues.
• You will monitor recommendations from the ITRO Steering Committee and other executive boards to ensure actions are in full compliance with DoD and Department of the Navy policies.
• You will work with Resource Sponsors and Learning Centers to identify functional skill areas with high potential for consolidation or collocation with other Services.
• You will develop innovative strategies for solutions to critical business, strategic, and training and education ITRO problems.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: One year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector demonstrating the following type of duties: 1) Serving as a program analyst for an interservice program (e.g., ITRO), coordinating day-to-day activities and developing the organization's position on cross-service issues; 2) Providing project management expertise and technical support to ensure projects are executed on time and within scope, including developing courses of action and applying continuous process improvement principles; 3) Conducting complex and innovative research studies, applying sophisticated analytical techniques to develop solutions, and articulating findings in briefs and reports for Flag-level leadership; and 4) Monitoring steering committee and board-level recommendations, ensuring compliance with all appropriate statutes, policies, and procedures.
