OPERATIONS MANAGER (CONSTRUCTION)

Job Scope
- Oversee and manage daily construction operations across multiple projects.
- Plan, coordinate and monitor project schedules, manpower allocation, resources and site activities.
- Ensure all projects are completed on time, within budget and in accordance with approved specifications, quality standards and safety regulations.
- Liaise and coordinate with clients, consultants, subcontractors, suppliers and relevant stakeholders on project progress, technical matters and operational issues.
- Monitor project costs, budgets, variations, procurement activities and resource planning.
- Oversee procurement planning, subcontractor performance, manpower deployment and resource optimization across projects.
- Lead and manage project teams including Project Managers, Engineers, Supervisors, Coordinators and other site personnel.
- Ensure compliance with BCA requirements, Workplace Safety and Health regulations, statutory requirements, authority requirements and company policies.
- Attend and lead project meetings, site meetings, coordination meetings and management meetings as required.
- Identify project, operational, commercial and site risks and implement appropriate mitigation measures.
- Improve operational workflow, productivity, resource utilization and cost efficiency across projects.
- Monitor project performance, productivity, cost, quality and schedule KPIs and provide regular operational reports to Management.
- Conduct regular project reviews and ensure consistent operational standards, procedures, controls and best practices across all project sites.
- Review project reports, progress claims, variation orders, cost reports, project schedules and relevant project documentation.
- Handle overall project planning, scheduling, coordination and operational execution.
- Manage and resolve major project issues, contractual matters, client concerns, site issues and operational escalations.
- Ensure construction quality standards are maintained and coordinate corrective actions for quality, workmanship and operational issues.
- Coordinate with project teams to ensure construction activities are carried out according to approved drawings, specifications, method statements and project requirements.
- Monitor subcontractor and supplier performance to ensure works, materials and services meet project requirements.
- Support tender evaluation, project feasibility reviews, construction methodology, resource planning and project handover from tender stage to operations, where required.
- Oversee project completion, inspections, testing, handover, defect rectification and project close-out activities where applicable.
- Ensure proper documentation, reporting and record keeping are maintained across all projects.
- Provide guidance, direction and support to project teams to resolve operational and technical challenges.
- Undertake any other duties assigned by Management from time to time.
Job Requirements
- Minimum 20 years of relevant experience in the construction industry, preferably with substantial experience managing construction projects in Singapore.
- Experience in a managerial, operations management or senior project management capacity will be advantageous.
- Strong knowledge of construction processes, project management, planning, scheduling and site operations.
- Good working knowledge of Singapore BCA requirements, Workplace Safety and Health regulations and relevant statutory / authority requirements.
- Good understanding of project costing, budgeting, progress claims, variation orders, procurement, contracts and subcontractor management.
- Experience in manpower planning, resource allocation, procurement planning and subcontractor management.
- Strong leadership and people management skills with the ability to lead multidisciplinary project teams.
- Strong communication, coordination, negotiation and stakeholder management skills.
- Ability to manage multiple construction projects simultaneously.
- Strong problem-solving, analytical and decision-making skills.
- Ability to identify project risks, operational issues and cost concerns and implement appropriate corrective actions.
- Proficient in Microsoft Office and project planning / scheduling software such as Microsoft Project and/or Primavera P6.
- Able to interpret construction drawings, project schedules, technical documentation and relevant project reports.
- Able to work independently and make operational decisions when required.
- Able to work effectively in a fast-paced construction environment and manage multiple priorities.
- Able to work under pressure and meet tight project deadlines.
- Willing to travel between multiple project sites as required.
- Willing to attend to urgent site matters, operational issues or emergency calls outside normal office hours when required.
- 6-day work week.
